Nam Tan Commune (Nam Dan): Effectively promoting resources
(Baonghean) - Nam Tan Commune (Nam Dan) is located along the Lam River, often affected by natural disasters and floods, which significantly affect the local socio-economic development. In the 2010-2015 term, the Party Committee and the commune government continued to set out goals and tasks to overcome and limit disadvantages, find effective directions in economic development, and improve people's lives. The Party Committee concretized the policy through specialized resolutions on focusing on leading the economic restructuring and creating jobs for workers.
The advantages after land conversion, traffic planning, irrigation along with abundant labor resources, land potential, hills, fields, alluvial flats are advantages for Nam Tan to develop agricultural production. The Party Committee focuses on leading the application of science and technology, using new quality varieties in production; the annual planting area reaches 820 - 855 hectares, bringing the total annual output of seed crops from 2,200 - 2,300 tons, forming commodity production areas such as watermelon, carrots, potatoes, clean vegetables, bringing income from 70 - 100 million VND/ha. Gradually introducing mechanization into production such as land preparation, harvesting, transportation, especially after the second land conversion, reduces labor costs, input costs in agricultural production and has a positive impact on the development of industry - handicrafts, services - trade in the area.

The commune develops semi-industrial livestock farming, family farms, and farms associated with environmental protection and creates many clean products with livestock: fattened cows, calves, and raised calves, rapidly developing the total herd of goats, free-range chickens, bee colonies, fish farming combined with duck farming on farms for stable income and accounting for a high proportion in the agricultural sector (46%). Being located near the river and many rice-fish farm areas, it is favorable for livestock farming and fishing, the total annual output increased quite well: in 2010 it reached 68 tons, in 2014 it reached 109 tons. Promoting the potential of forestry and garden economy, many households have renovated their home gardens, hill gardens, and field gardens to grow fruit trees, focusing on growing lemons, longans, bananas, guavas, and peaches, bringing high economic efficiency... Types of commercial services continue to be maintained and developed. By 2015, there were 48 households providing various services, converting to establish cooperatives, establishing Youth Cooperatives, and Van Dien - Nam Tan Credit Fund Branch, creating a favorable environment for production development and people's lives.
With the development of diversified industries, the average economic growth rate of Nam Tan in the period 2011 - 2015 reached 8.7%/year. The estimated average income per capita in 2015 is 23.4 million VND/person/year.
In the construction of rural infrastructure, internal resources have been promoted well, and projects have been taken advantage of to build works: upgrading and renovating pumping stations and canals of level 1 and level 2, rural roads, schools, football fields... The cultural and social fields have had many clear changes. The rate of HHVH in 2014 was 76.2%. The quality of comprehensive education has been improved, the quality of key areas has had many changes. Building kindergartens that meet national standards at level 1, bringing the number of schools that meet national standards to 2/3. People's health care has made much progress, national programs on health and preventive medicine have been well implemented, maintaining national health standards in phase 1, gradually building health standards according to the new set of criteria. Social policy and poverty reduction work has been given attention, through the Social Policy Bank, preferential loans for job creation are considered. The poverty rate of the whole commune by the end of 2014 was 6.98% (the average poverty reduction rate over 5 years is 2.5%).

The Party Committee regularly pays attention to improving the quality of Party activities, enhancing the leadership capacity and fighting strength of Party organizations and Party members. In the past 5 years, there has been no weak Party cell. Social policy, national defense and security work has been cared for, given attention and maintained; the building of the government, the Fatherland Front and mass organizations has made much progress.
The results that the Party Committee and people of Nam Tan commune have achieved in the past 5 years are the premise to create new position and strength in the coming term, promote the comprehensive development movement; successfully implement the goals in the fields set out in the Resolution of the Party Congress for the term 2015-2020: Average growth rate from 10 - 15%/year; average income per capita by 2020 is 40 - 45 million VND/year. Annual budget revenue in the area increases from 15 - 20%. Cultural - social goals: Reduce the poverty rate by 2 - 3% each year, build kindergartens, primary schools meeting national standards level 2, secondary schools meeting standards level 1 by 2019; average annual rate of cultural families is 80 - 85%. Over 80% of hamlets achieve the title of cultural hamlet... On average, 6-8 new party members are admitted each year, and 75-85% of party cells achieve the title of strong party cell. The commune party committee has achieved the title of strong party cell for 5 consecutive years. The government, the Fatherland Front, and mass organizations have all completed their tasks excellently every year.
With the above goals and targets, the Party Congress of Nam Tan commune for the 2015 - 2020 term focused on discussing solutions to strive for a solid development of the commune's economy, progressive culture and society, guaranteed national defense and security, a strong political system, and the commune achieving new rural status by 2017; worthy of the title of Heroic Commune of the People's Armed Forces.
