Nghi An Commune (Vinh City): Effectively exploiting potential and advantages

(Baonghean) - During the past term, the Nghi An Commune Party Committee (Vinh City) has had many open mechanisms and policies, creating the most favorable conditions to call for and attract domestic and foreign investors and enterprises to invest in building and developing industrial parks, commercial centers, and entertainment areas.

The commune focuses on leading and directing the development of diversified production, business and service sectors, increasing production value and income for workers. The total production value up to 2015 reached 257.5 billion VND, with an average annual growth rate of 10.2%; the average added value per capita increased from 10.8 million VND in 2010 to 20.3 million VND in 2014; estimated to reach 22.8 million VND/person/year in 2015; the economic structure shifted in the right direction.

In the agricultural sector, Nghi An focuses on promoting the elimination of mixed gardens, planting many types of trees with economic value such as: fruit trees, flowers, ornamental plants, shade trees... Building a model for producing hot peppers and safe vegetables; directing the construction of 3 craft villages for growing flowers and ornamental plants; at the same time promoting the efficiency of household economy (in the direction of family farms), in the commune there are 10 concentrated chicken farms...

The handicraft - construction industry continues to grow well, the production value of the handicraft - construction industry in 2015 is estimated at 114.5 billion VND, the average growth rate is 13.6%, accounting for 30% of the economic structure (2010 was 26.3%). Factories and enterprises located in the area operate effectively, the products are of good quality. The occupations: repair, carpentry, mechanics develop strongly, contributing to solving employment for workers. Many households invest in buying passenger cars, trucks... to do business services. The carpentry profession with many production teams creates many good quality products, beautiful designs, contributing to increasing income... By the beginning of 2015, there were 17 enterprises in the commune, the production value of the service - trade industry in 2015 is estimated at 96.9 billion VND, the average growth rate is 11.6% (accounting for 50% of the economic structure).

Regarding new rural construction, in 2010, the commune only met 8/19 criteria, but now it has met 15/19 criteria. Focusing all resources, investing in the construction of 115 projects, prioritizing key projects: kindergartens, multi-function houses, secondary schools, offices and communal People's Committee halls, main traffic routes, investing in the construction of rural concrete roads from 2010 to 2014, including 103 projects with a length of 17.6 km, with a total investment of 9,322 billion VND, of which the people contributed 7.9 billion VND and mobilized over 2,500 working days; the province and city supported 2,564 tons of various types of cement. Construction investment projects are increasingly strictly managed, investment in upgrading ensures compliance with the city's general development plan and new rural planning. At the same time, well manage urban order, construction works, environmental sanitation; build civilized urban lifestyle, ensure clear roads and airy sidewalks.

The Party Committee and the government have coordinated with departments and organizations to have many positive policies in cultural and social activities. Education and training work has been regularly paid attention to and taken care of, contributing to improving the quality of teaching and learning at all levels. The work of encouraging learning, encouraging talents, and community learning centers has been maintained and promoted effectively. The action program to implement Resolution 06 of the Vinh City Party Committee on building and developing urban culture has been actively implemented. Resources have been actively mobilized for investment and socialization to upgrade and build cultural institutions. Medical examination and treatment for people has been improved, and the commune has met national health standards.

The Party Committee focused on leading and directing ideological work, orienting public opinion, promptly handling information, feedback and recommendations from the people, promptly resolving outstanding and pressing issues; creating high unity within the Party and consensus among the people. Strictly maintaining the regime of Party Committee and Party cells' activities, improving the quality of Party cell activities; during the term, the commune Party Committee was annually ranked as clean and strong; admitted 37 new Party members; focused on leading and implementing cadre work well.

The potentials, advantages and achievements are the levers for Nghi An to successfully implement the goals set out in the Resolution of the Party Congress for the 2015-2020 term. The Party Committee and people of Nghi An commune are determined to unite, overcome all difficulties, improve leadership and direction capacity, exploit potentials, mobilize all resources to the maximum to create a breakthrough in building Nghi An commune to soon reach the new rural destination, a commune with a developed economy, a strong political system, political security, social order and safety are ensured, building Nghi An commune to develop rapidly and sustainably.
