Nghi Duc Commune (Vinh City): Creating rapid and sustainable development

(Baonghean) - Implementing the Resolution of the 28th Party Congress, term 2010 - 2015, the Party Committee, government and people of Nghi Duc commune (Vinh city) united to successfully implement the set goals; 30/34 socio-economic targets met and exceeded the targets of the Congress Resolution.

Regarding economic development, there was a fairly good growth rate, with an average growth rate of 9.2%. The economic structure shifted in the right direction. Compared to the beginning of the term, in 2015, the proportion of the agricultural sector decreased from 34.68% to 22.88%, services and trade increased from 41.78% to 45.78%, industry and construction increased from 23.55% to 31.34%. The total herd was maintained, the efficiency of concentrated livestock farming models in the direction of farms such as broilers, egg-laying hens, breeding cows and fattening cows was promoted, bringing the annual income from livestock farming to over 13 billion VND. The average income per capita reached 27 million VND/year, an increase of 14 million VND/person compared to the beginning of the term.

Public welfare works, private works, service industries, construction, and trade are increasingly developing. Currently, the whole commune has 7 licensed enterprises, 1 traditional craft village (wine making) recognized by the City People's Committee, and 322 individual production and business households. Some services with large investment scale such as grocery trading, animal feed, and poultry are developing strongly, creating jobs for workers and contributing to increasing income for families and society.

Land management has gradually become more organized, strictly implementing the provisions of the law on land. Focusing on speeding up the process of reviewing and completing dossiers for granting and exchanging land use right certificates for people. The total number of registered and declared dossiers is: 3,763 dossiers; 3,137 declared dossiers have been approved, reaching 83.4%.; 2,372/2,774 dossiers have been submitted to the City for appraisal, meeting 86% of the conditions; 1,956 land use right certificates have been issued, reaching 52% of the declared dossiers and 70% of the conditions. Focusing on preparing planning dossiers for 8 interspersed land plots for auction of nearly 2.5 hectares, receiving and handing over nearly 4 hectares of military land and old schools and preparing auction planning plans. Well implementing compensation and site clearance work, implementing key projects in the area such as Vinh - Cua Lo Boulevard; Resettlement areas... There are more than 200 households whose agricultural land was recovered, with an area of ​​29.13 hectares, people have received compensation and handed over the land to implement the project.

In basic construction, the city has mobilized support, focusing all resources to build more than 10 urgent projects with an investment value of over 30 billion VND, of which the commune budget is nearly 3 billion VND. In particular, with the motto "The State and the people work together", the commune has mobilized working days and contributed more than 2 billion VND to build a number of new rural projects, renew 4.5 km of concrete roads; 13 km of lighting for rural roads, upgrade and repair cultural houses and build 10 new volleyball courts... Up to now, the commune has achieved 15/19 new rural criteria.

The fields of culture, education, national defense and security have been fundamentally reformed. The quality of teaching and learning has been increasingly improved, all 3 education systems are annually classified as advanced by the city; primary schools maintain the title of standard schools, kindergartens meet national standards level I; 100% of teachers meet and exceed standards; 343 students are admitted to universities and colleges, including 1 student who is the valedictorian. The rate of cultural families reaches 90%, sports families reach 20%. Maintain the title of national standard health commune. In 5 years, support has been provided to repair and upgrade 10 houses of gratitude for policy beneficiaries with a total value of 400 million VND. The rate of poor households has decreased from 7.5% in 2010 to 1.9%. Political security has been maintained, social order and safety have been ensured. The organization of the 2012 security combat exercise achieved excellent results. Coordinated investigation and handling of 153 cases, focusing on handling violations of temporary residence, temporary absence, traffic safety and order and other violations, fined 232 million VND to the State Treasury, received and resolved 58 citizen petitions, reaching 100%.

Party building work has many positive changes, the number of Party cells achieving the title of Strong Party Cell each year accounts for 75%, 92% of Party members have fulfilled their tasks well, of which the average number of excellent Party members each year is 11.5%. Admitted 37 new Party members, honored 9 collectives and 36 individuals who are exemplary in following Uncle Ho's moral example. During the past term, the Party Committee and the Inspection Commission conducted 72 inspections of Party cells, Party chapters, and 132 Party members. Through inspections, 9 Party members who violated the law were discovered and handled, including: reprimand: 6 comrades; dismissal: 1 comrade; expulsion: 1 comrade; name deletion: 1 comrade.

In the 2015 - 2020 term, the Party Committee, government and people of Nghi Duc commune have identified the following main targets: Production value in the area reaches over 247 billion VND, average income value of agricultural land reaches 48 million VND/ha; average annual economic growth rate increases by 10 - 11%; average income per capita reaches over 40 million VND/year. The poverty rate decreases below 1.5%; the rate of people using clean water reaches 100%; cultural families reach 90%, 75% reach cultural hamlets, nearly 200 workers/year are created jobs, 100% of party cells annually complete their tasks well, over 60% of party cells reach clean status. Strive to complete 19/19 new rural criteria by 2018.

To complete these basic targets, the Party Committee and the Government need to focus on implementing the following tasks and solutions: Adjust the zoning plan of Nghi Duc commune to ensure feasibility and conformity with the city's general planning. Strengthen land management according to the provisions of law. Implement social security issues well. Focus on measures to direct the development of industry and handicrafts, attract agencies and enterprises to invest, and focus on developing agricultural products. Continue to innovate Party building work, promote the effectiveness and management role of the government, close coordination between the Vietnam Fatherland Front and socio-political organizations with the government, create consensus among the people; determined to strive to excellently complete the targets and tasks set out in the 2015-2020 term.
