Nghi Trung commune meets new rural standards: Mobilizing internal resources well among the people

(Baonghean) - Selected by Nghi Loc district as a pilot commune for new rural construction, Nghi Trung commune has soon built an implementation roadmap, striving to complete the set goals; especially mobilizing people's strength to comprehensively serve the goals, contributing significantly to the achieved results.

Nghi Trung today has many obvious changes. From National Highway 1A to the commune center, the electricity system, roads, schools, and stations are spacious; business and trading activities are bustling. It is truly a new rural appearance full of prosperity. Comrade Vo Trong Tinh, Chairman of Nghi Trung Commune People's Committee shared: "Nghi Trung is a commune with a revolutionary and studious tradition, and was awarded the title of Hero of the People's Armed Forces by the State. Promoting that tradition, local people and children of the commune living far from home have always been united, united, contributing labor and money to build their homeland to develop day by day. Located in the vicinity of Vinh City, bordering Quan Hanh Town, with National Highway 1A and Provincial Road 534 passing through, Nghi Trung Commune has many advantages for socio-economic development. In recent years, the commune has prioritized investment in developing trade and services to create business and trading opportunities, increase income for people and shift the economic structure in the right direction. Up to now, the commune has 347 service business households, the average growth rate of trade services is 14.7%. In the process of building new rural areas, the commune has invested in upgrading Nghi Trung market with a cost of 3.27 billion VND, creating conditions for people to expand services, gradually forming a business route from Quan Hanh Town intersection to Hamlet 17 of the commune.

Being a purely agricultural commune, agricultural development has always been of interest and focus to the commune. The crop structure has been strongly transformed, intensive investment has been increased, increasing the number of crops in the fields for high income, applying scientific and technical advances to production, the income value per unit of production area has reached an average of 60 - 65 million VND/ha. In order to release production capacity and improve living conditions for the people, the commune has invested and mobilized people to contribute 72 billion VND to implement land consolidation, plot exchange, land conversion and rural transport. People in the commune have donated 3,560m2 of residential land and 35,000m2 of agricultural land to renovate and upgrade rural transport.

Having clearly identified the advantages for investment and development, Nghi Trung's economic structure has shifted in the right direction. By 2015, the proportion of the Agriculture - Forestry - Fishery sector accounted for 24.3%, Industry - Construction accounted for 36.5%, and Trade - Services accounted for 39.2%. In recent years, Nghi Trung has been highly appreciated in budget collection, ensuring regular expenditures and development investment. Total budget revenue in 5 years (2010 - 2015) reached 54.72 billion VND, exceeding the assigned target by 10.1 billion VND; of which, in 2014, budget revenue reached 14.57 billion VND. From budget revenue, support from superiors, especially resources mobilized from the people, the commune has quickly invested in and upgraded the system of works serving production and people's lives. In 5 years (2010 - 2015), the commune built 22.8 km of asphalt and concrete roads, 8.9 km of irrigation canals; renovated and upgraded the electricity system in the whole commune; built a system of classrooms and auxiliary works of the kindergarten to national standards; built a communal cultural house, built new and invested in upgrading 9 hamlet cultural houses. The total investment amounted to 111,806 billion VND.

To ensure social security, improve people's knowledge and provide good primary health care for the people, the commune pays attention to investing in upgrading and completing the criteria group on health, education, culture and society. The commune health station is invested in and built spaciously to serve the primary health care work for the people. National health programs, disease prevention and control propaganda, vaccination, examination and treatment at the health station are well implemented. Nghi Trung is a commune with the top quality of education in the district, the commune's schools all meet national standards, the rate of students graduating from junior high school, high school, excellent students and passing university entrance exams is high. In recent years, the commune has also directed the good implementation of the movement "All people unite to build a cultural life in residential areas" associated with the movement of building new rural areas. Up to now, the commune has 14/17 hamlets achieving the title of cultural hamlet. Under the leadership and direction of the Party Committee and the Government, the spirit of solidarity of the entire political system and the joint efforts of all the people, Nghi Trung commune has so far completed 19/19 new rural criteria, and was recognized by the Provincial People's Committee and the Steering Committee for new rural areas as having completed the new rural area in August 2015.
