Nghia Xuan Commune (Quy Hop): Striving to achieve new rural standards in 2015

(Baonghean) - In the past term, the Party Committee and people of Nghia Xuan commune (Quy Hop) have strived to achieve many encouraging achievements: the economy has grown quite well, the economic structure has shifted towards increasing the value of industry - handicrafts - commercial services; infrastructure has been strengthened, trade services have increasingly developed, and budget revenue has been quite good. Cultural and social activities have had many progressive changes; the material and spiritual life of the people has been increasingly improved, with an average income of 24,889,000 VND/person/year...

Regarding agricultural production, in addition to perennial trees and fruit trees newly planted by the people with a sharp increase in area compared to the beginning of the term such as: oranges, tangerines 169.3 hectares, rubber 88 hectares, the Party Committee and the government determined that sugarcane and rice are still the main crops of the locality, in which they promoted the people to apply scientific and technological advances in production, increasing the productivity of some crops compared to the beginning of the term: rice from 54 quintals/ha in 2010 to 68 quintals/ha in 2015, corn from 23 quintals/ha in 2010 to 39.5 quintals/ha in 2015. Regarding livestock, the total herd has increased, by the end of the term, the whole commune had a total herd of 820 buffaloes; 590 cows, 1,500 goats, 4,200 pigs, 42,200 poultry, etc.

Industrial and handicraft activities in the area have developed quite well, mainly exploiting minerals, manufacturing and processing wood products, mechanics, welding, forging, and garments, creating jobs and increasing income for people. Since then, the proportion in this field has increased by 81.2% compared to 2010. The commune has created all conditions and encouraged people in the central area and on both sides of National Highway 48 to expand their scale, increase investment capital for business and trade... bringing this field up by 6.8% compared to 2010.

Regarding the implementation of the new rural construction program, thanks to the participation of the entire political system and the consensus of the people with the motto "do easy things first, do difficult things later", up to now, 28 billion 638 million VND has been mobilized, of which the provincial budget is 7 billion 625 million VND, the district budget is 1 billion 165 million VND, the combined capital is 2 billion 800 million VND, the commune budget is 1 billion 295 million VND, the people contributed 15 billion 238 million VND, and businesses supported 515 million VND; up to now, the locality has achieved 17/19 criteria and continues to strive to achieve 19/19 criteria by the end of 2015.

The cultural and social fields have many progressive changes. The network of schools basically meets the learning needs of students, the quality of teaching and learning is increasingly improved, every year the commune achieves progress in education. The mobilization of students of the right age to go to school has achieved good results, primary and secondary school levels reached 100%, preschool level within the right age reached 70%, 4/4 schools achieved cultural units, 4 schools achieved National standards level 1, reaching 100% compared to the Resolution of the Congress for the term 2010 - 2015.

The movement to build cultural families and cultural units has been promoted, and synchronous cultural and information institutions have been completed. Up to now, the commune has achieved cultural standards, the whole commune has 15/15 cultural hamlets reaching 100%, 4/5 cultural units reaching 80%. Attention has been paid to medical examination and treatment for the people; national health programs and expanded immunization programs have been well implemented; at the same time, regular inspections of environmental sanitation, food safety and hygiene, school sanitation, and 100% use of hygienic water have been carried out...

Along with that, regularly taking care of social policy beneficiaries and people with revolutionary contributions, regimes and policies are paid promptly and to the right beneficiaries. Leaders well implement the State's support programs for beneficiaries according to regulations. Hunger eradication, poverty reduction, and job creation are promoted, the poverty rate decreased from 23.68% in 2010 to 6.6% in 2015.

The results achieved in the past term are the motivation for the Party Committee and people of Nghia Xuan commune to confidently enter the new term with the goal of promoting internal strength, taking advantage of the help, support and investment from superiors to continue to promote the development of industrial clusters - commercial services, improve the efficiency of agricultural and forestry production; create strong changes in cultural and social activities, successfully build the commune to achieve new rural status by the end of 2015.
