Reuters said the shooting occurred at Umpqua Community College in Roseburg at around 10:30 a.m.
Police said the confirmed death toll was down from initial reports, which had put the death toll at 13 and injuries at 20.
More than 100 police officers were deployed to the scene and took down the gunman.
According to Governor Kate Brown, the suspect is a 20-year-old man, but authorities have not yet revealed his identity. CNN reported that four guns belonging to him were recovered at the scene.
Kortney Moore, 18, said she was in writing class when a shot came through the window and hit the teacher in the head. The gunman ordered everyone to lie down on the floor, then told them to stand up and state their religion before he started shooting.
Student Cassandra Welding said she heard 35-40 shots.

The survivors were evacuated to a local fair.
Umpqua Community College, which began the fall semester this week with more than 13,000 students, including 3,000 enrolled in regular classes, said it will be closed until early next week.
Hours after the attack, President Barack Obama delivered a speech emphasizing the urgency of gun control.
“Somehow this is becoming familiar,” Mr. Obama said, his face showing anger. “The shootings are on the news all the time. My reaction here, at this podium, is all too familiar. We are becoming numb to it.”

This is the latest in a series of similar incidents at US universities, cinemas, military bases and churches in recent years. In 2007, a Virginia Tech student shot dead 32 people and injured 25 before killing himself.
In 2012, seven students at Oikos University in California were also shot dead by a former student.
In June, nine people were killed at a South Carolina church, and five service members were also killed at a base in Tennessee.
