According to French security agencies, the attacker opened fire with a submachine gun on passengers on the train, but was immediately subdued by two American tourists before he could cause further casualties.
The passengers injured in the shooting are all in critical condition and have been taken to the nearest hospital for treatment.
After searching the suspect's luggage, the authorities discovered many weapons such as guns and knives. He was arrested and escorted away immediately after the train stopped at the station in the town of Arras, Northern France.
According to preliminary investigation, the subject was identified as a 26-year-old Moroccan and is being monitored by French intelligence agencies.
The purpose of the shooting is currently under investigation.
Immediately after the incident, French President Francois Hollande spoke out to reassure public opinion, saying that everything was under control and all passengers on the train were safe.
France has been on alert for attacks by Islamist extremists following attacks on the satirical magazine Charlie Hebdo and a Jewish supermarket in Paris in January, which left 17 people dead.
In June, an Arab man beheaded his bakery boss and tried to set fire to a factory in an attack that French investigators say was inspired by the Islamic State group.
