Overview of the Congress

The 21st Ta Ca Commune Party Congress is one of three grassroots Party Congresses selected by the Ky Son District Party Committee to hold a model congress for the 2015-2020 term. Therefore, the work of preparing personnel for the Congress in Ta Ca was carried out on schedule, ensuring compliance with the plan. 14 grassroots Party cells at the village and school levels removed unqualified comrades and those with low credibility from the planning, and paid attention to the training of female cadres, young cadres, and ethnic minority cadres.

Vote to elect the Executive Committee for the 2015-2020 term

Although it is a border commune, with a 5 km border with Laos, Ta Ca is one of the communes closest to the district center compared to other border communes. During the past term, the Ta Ca Commune Party Committee has basically implemented and completed a number of set goals and tasks. The total budget revenue in the area was 180 million VND (exceeding the plan by 18%), the average income per capita reached 9 million VND/year (exceeding the plan target of 3,800 thousand VND). The poverty rate is 41.6% (decreased by 39% compared to the plan)... The Party Committee of the commune pays attention to the work of building the Party, government, front and mass organizations. Every year, over 88% of Party members complete their tasks well, no Party members violate the law, over 90% of Party cells achieve clean and strong status. During the past term, Ta Ca Commune Party Committee was continuously ranked as a clean and strong unit by the Standing Committee of Ky Son District Party Committee for many consecutive years.

In the 2015 - 2020 term, Ta Ca Commune Party Committee strives to collect a budget of 250 - 280 million VND; average income per capita reaches 12 to 14 million VND/year; economic structure: agriculture 60% - Small industry and construction 10% - trade and services 30%; strives to reach 75% of cultural families; 8/11 cultural villages. The Party Committee and government, the Fatherland Front and the commune's unions that have achieved clean and strong status are commended by superiors. Ta Ca Commune strives to achieve 19/19 new rural criteria.

The Congress elected 18 comrades to the Executive Committee of the Commune Party Committee, term XXI, 2015 - 2020; directly elected 7 comrades from the Executive Committee members to the Standing Committee of the Party Committee; elected the Secretary of the Commune Party Committee and three Deputy Secretaries of the Commune Party Committee, term XXI, including one additional Deputy Secretary. The Congress elected a delegation of 7 comrades to attend the District Party Congress, term XXII, 2015 - 2020.
