Tao Son Commune (Anh Son District): Creating a new breakthrough in production.

(Baonghean) - Located on the left bank of the Lam River in Anh Son district, Tao Son commune has over 2,000 hectares of natural land, with over 1,300 households and more than 4,900 inhabitants. Over the years, especially in 2014, thanks to the high level of effort in leadership and management, and the spirit of internal unity, the Party Committee, the government, and all the people of the commune have achieved many positive results.

...Before 2003, agricultural land in Tao Son commune was fragmented and scattered, with each household owning 9-11 plots, making it very difficult to direct production development and restructure crop patterns. Through dynamism and many practical policies, the campaign to encourage people to restructure their crops according to Directive 08 of the Provincial Party Committee in Tao Son commune has been largely implemented, with each farmer having 1-2 plots per area. Complete internal irrigation and transportation infrastructure facilitates the introduction of mechanization into production; as a result, in 2014, the commune effectively implemented 60 hectares of model rice fields, 62 hectares of concentrated green pumpkin cultivation, and increased the area for planting third crops such as corn and other high-value vegetables, with an average income of 200-250 million VND/hectare/year. The commune issued a plan for building farms and family farms in the period 2015-2020 and has successfully built 6 models... By 2014, the total cultivated area of ​​the commune reached 810 hectares, equivalent to 102% of the plan; the economic growth rate reached 11.7%; the value of production increased by an average of 6.8% per year; the total value of commodity income reached 83 billion VND, achieving 101% of the plan; the average per capita income reached 24.8 million VND/year, an increase of over 11 million VND/year compared to 2011.

The construction of new rural infrastructure has seen many positive developments. In 2014, the entire commune mobilized a total investment of over 3.6 billion VND for basic construction; encouraged people to clear land for 10.5 km of rural roads, of which over 11.5 km have now been completed to standard; constructed 260m of irrigation canals and 4 office rooms for committees; invested in upgrading the commune's broadcasting system; and installed 320 rows of culverts for rural roads. The commune also mobilized people to maintain and repair rural roads and fill in and level rural roads with a total value of over 400 million VND.

Thanks to a well-planned transportation network, the commune has favorable conditions for developing dozens of workshops, shops, and production facilities for bricks and tiles, household furniture, sawmills, welding and forging, agricultural products, and general merchandise... As a result, the total income from industry and handicrafts reached 8.4 billion VND.

Significant achievements were made in the cultural, social, and educational fields: The movement for national unity in building a cultured life was implemented, with the percentage of cultured families reaching 85% in 2014; the quality of teaching and learning at all levels has been continuously improved, with 113 students achieving district-level excellence awards, 35 teachers receiving district-level excellence awards, 1 teacher receiving a provincial-level excellence award, and 22 students successfully admitted to universities and colleges. In 2014, the poverty rate in the commune was 8.9%. The defense and security sector performed well, receiving recognition as a unit of decisive victory. The quality of citizen reception services improved; there were no appeals to higher levels...

To achieve these results, the Party Committee and the commune government have drawn many valuable lessons in leadership and management; focusing on improving propaganda work and effectively implementing grassroots democracy with the motto "The people know, the people discuss, the people implement." Party branches must be a solid source of moral support for the people, and families of cadres and Party members must set a good example and lead in various movements, especially in agricultural production. The commune prioritizes economic development as a central task and Party building as a key task. In implementing the transformation, it is necessary to boldly invest in crops suitable to the local soil conditions to promote and expand their use. The commune organizes and effectively implements emulation movements for household economic development; emulation in land conversion and land donation for new rural construction.

Acknowledging the achievements made, from 2011 to the present, for many consecutive years, the Party Committee, government, and all the people of Tao Son commune have been recognized as a clean and strong unit. The commune People's Committee was awarded the title of "Advanced Labor Collective" by the Chairman of the District People's Committee; in 2013-2014, the commune received a Certificate of Commendation from the Chairman of the Provincial People's Committee for outstanding achievements in promoting land consolidation and large-scale production accumulation. National defense and security have consistently maintained the title of "Determined to Win" in emulation for many years, with dozens of individuals receiving certificates of commendation and awards from the Chairman of the District People's Committee and the Chairman of the Provincial People's Committee. In particular, in 2014, the Party Committee, government, and people of Tao Son commune were honored to receive the Excellent Emulation Flag from the Chairman of the Provincial People's Committee.

To maintain pride and build upon achievements, in the coming period, the Party Committee, government, and people of Tao Son commune will continue to promote the transformation of crop structure, build models for producing high-income plant and animal breeds, and successfully implement the project for developing integrated farm and household economies in the form of combined production and animal husbandry. The main goal is to create a new breakthrough in production to contribute to increasing people's income. Along with that, they will continuously reform administration, innovate management, successfully complete emulation targets and assigned tasks, and maintain political stability and social order...
