Thanh Hung Commune (Thanh Chuong): Compete to successfully complete the target

After 5 years, the average growth rate reached 9.55%, bringing stability and sustainability to the economic structure, shifting in a positive direction, industry and construction increased from 13% to 28.46%; trade and services increased from 26% to 34.43%; agriculture and forestry decreased from 48.3% to 37.12%; average income per capita in 2015 was estimated at 24.3 million VND (an increase of nearly 11 million VND compared to the beginning of the term); the poverty rate was only 5.1%, exceeding the Congress' target.

In agricultural production, the clear mark is the leadership's good implementation of Directive 08 - CT/TU of the Provincial Party Committee, making plans, organizing the implementation of land consolidation and field improvement in 12/12 hamlets. Before the conversion, on average each household produced 9 - 12 plots, after the conversion, the household only produced 1 - 2 areas... Actively applying scientific and technical advances, bringing new high-yield crop varieties into production, contributing to the total output of grain crops in 2014 reaching 2,993 tons; the production value per unit area increased from 48 million VND/ha to 71 million VND/ha. The livestock movement has developed, currently there are 1,350 buffalo and cow herds, 3,400 pigs, the goat herds continue to grow, and the annual poultry herd has about 35,000 - 36,000. Continue to develop models of combined rice-fish farming, winter-season fish farming, and convert low-lying, low-efficiency rice fields into aquaculture.

Industrial and construction activities have changed quite positively. The whole commune has 10 sawmills, 15 milling machines, 35 tillage machines... creating jobs for hundreds of workers with stable income; infrastructure construction has developed rapidly in the past 5 years, gradually changing the face of the new countryside. The system of electricity, roads, schools, stations, cultural houses, and residential areas has been constantly improved, contributing to making the face of the local countryside increasingly prosperous.

Mr. Tran Van Phon's VAC farm in hamlet 8, Thanh Hung commune (Thanh Chuong) has a net profit of 150 - 200 million VND/year.

During the term, the commune focused on building 68 large and small projects with a total investment of 54 billion VND (of which the people contributed more than 15 billion VND), specifically: Building 15km of new concrete and asphalt roads, upgrading 12km of inter-village roads according to NTM standards, digging and filling 35 intra-field traffic routes with a total length of 56km, volume of 110,000m2, installing over 2,000m of intra-field culverts for irrigation and drainage. Building a new canal system with a total length of nearly 5km; building a kindergarten, martyrs' cemetery, Party Committee - People's Committee office building; repairing and upgrading the medical station; building and upgrading the hamlet cultural house, sports field... Implementing the new rural construction, combined with support from superiors to build the locality in all fields, Thanh Hung has so far achieved 16/19 criteria; striving to reach the NTM finish line in the third quarter of 2015...

In the field of culture and society, thanks to the good implementation of the movement "All people unite to build a cultural life in residential areas", up to now the whole commune has 9/16 cultural villages and units; the rate of families achieving cultural standards every year is from 74 - 76%. Regarding education and training, the scale and network of schools have developed according to plan; the teaching staff is increasingly standardized; 2/3 of schools have reached national standards level 1. Social security work has been paid attention to, ensuring the right subjects, fairness, timeliness and transparency according to the prescribed regime. The work of hunger eradication and poverty reduction has been well implemented, mobilizing the construction of various funds with hundreds of millions of VND; providing emergency subsidies for the disadvantaged and disabled during Tet, natural disasters and epidemics. Paying attention to vocational training, job creation for workers and developing non-agricultural service industries in the locality.

Regarding the building of the political system, to bring policies and resolutions into life, the Commune Party Committee regularly innovates and is creative in disseminating and implementing... As a result, the Party Committee has achieved the title of Clean and Strong for 4 years, the government has achieved excellence for 5 consecutive years, and all organizations in the political system have achieved excellence.

The results of the past term are an important premise, creating new momentum and strength for the Party Committee and people of Thanh Hung commune to continue to successfully implement the goals set out in the Resolution of the Party Congress for the 2015 - 2020 term; the target of average economic growth of 12.5%, positive economic restructuring, average income per capita reaching 62.5 million VND in 2020; average income value reaching 145 million VND/ha of cultivated land; the poverty rate reduced to 2.1%; 100% of schools at all levels meeting national standards... Vocational training, job creation associated with the program of rapid and sustainable poverty reduction. Ensuring security and order, preventing social evils; Strive for the Party Committee and Government to excellently complete their tasks, the Fatherland Front and organizations to achieve the highest titles... Actively promote emulation movements, concentrate efforts on accelerating Thanh Hung's development in the coming years, build a model new rural commune by the end of the term, worthy of the tradition of the Heroic Unit of the Armed Forces.
