Determining the construction of new rural infrastructure to create momentum for comprehensive development, the commune chose the traffic criterion as a breakthrough. While doing a good job of propaganda, Thanh Linh commune has a mechanism to encourage hamlets to volunteer, so there are no complaints, questions or difficulties in site clearance. Mr. Phan Mau Lam, a resident in Thuong village who is the leader in volunteering to donate land to upgrade and expand inter-village traffic routes, said: "When the commune and hamlet officials propagandized to build rural traffic roads according to the criteria of building new rural areas, my family donated 250 square meters of reclaimed land for the hamlet to widen and straighten the road... To have convenient roads, a more spacious and clean hamlet, we are willing to sacrifice personal interests like that." In Thuong village, there is also the household of Ms. Nguyen Thi Hong who also voluntarily donated 240 square meters of garden land, dismantled living facilities, cut down trees and cleared the garden on the land that had to be cleared to create favorable conditions for the construction unit.

According to Mr. Nguyen Huu Luc, Secretary of the Thuong village Party Cell: Correctly recognizing that all Party guidelines and policies must come from the interests of the people, "people know, people discuss, people do, people inspect and people enjoy", the Thuong village Party Cell determined that to complete the criteria for building new rural areas, it is necessary to mobilize the participation of the entire political system and the people. Thanks to that, the village cadres mobilized 22 households to donate hundreds of meters of land, fruit trees, demolish embankments, solid fences and contribute days of public service to quickly complete 1.2 km of inter-village roads...

With the determination to drastically change the face of the countryside, Thanh Linh has built a plan to develop production and convert the crop structure to suit the season and land conditions. Up to now, the whole commune has successfully carried out the second land conversion with each household from 4-6 plots down to 1-2 plots. Not only creating contiguous areas, close to home for easy protection and care of crops, but the "rolling" of land also creates conditions for people to invest in farms, ranches, raising livestock and poultry; building concentrated commodity production models to bring in higher incomes...

In 2012, when visiting the pilot model of growing HN 99 squash in Lien Tan and Lien Chau hamlets (Thanh Lien commune) supported by the Provincial Agricultural Extension Center, Thanh Linh officials and people learned and followed, converting nearly 1 hectare of 2-rice land in the Con Moi field in Hong village to test growing squash. After 2 spring and summer-autumn crops, this field area was invested in by the commune with support for electricity lines and wells to plan into an intensive commercial squash production area of ​​nearly 2 hectares with 30 households participating... Ms. Nguyen Thi Hoa in Hong village, who has more than 1 sao of squash in the Con Moi field, said: "Growing squash according to VietGAP standards after 3 months of care, each sao yields more than 3 tons, the purchase price at the field is 5,000 VND/kg, minus the cost of nearly 1.5 million VND, is sure to earn 14 million VND, 4 times higher than growing corn".

When it comes to green asparagus, many farmers are still unfamiliar, but at the end of 2013, the people of Truong village of Thanh Linh commune boldly cooperated with Ha Hiep Company Limited - Tay Hieu commune (Thai Hoa town) to pilot planting on an area of ​​0.5 hectares on the commune's public land. According to the commitment, the company will provide seeds, planting techniques, and at the same time guarantee the output when there is enough product quantity and meets the required standards according to size. In the first year of planting, the commune had a policy of supporting 100% of seed money, 50% of fertilizer money; supporting wells, electricity lines are stretched straight to the fields... As one of the 7 households pioneering in planting more than 2 sao of green asparagus, Mr. Nguyen Van Ky, Secretary of Truong village said: Investing in growing green asparagus requires a large amount of capital and growers must be a bit adventurous, because this is a relatively "difficult" plant, but suitable for all types of soil. After more than 1 year of planting, the tree has grown to about 1 meter in height, is in the process of growing, producing young shoots and has already yielded 1 crop. Because it has just been planted, there is not enough output for the purchasing company, but we sell it at the markets around the area for 45,000 - 50,000 VND/kg, which is higher income than corn and peanuts.

Talking about the local roadmap for building new rural areas, Mr. Nguyen Quang Moi, Chairman of Thanh Linh Commune People's Committee said: "To implement the roadmap for building new rural areas, the Commune Party Committee issued Resolution 39/NQ-DU (dated March 1, 2011) on focusing on directing the construction of new rural areas. In hamlets, sub-committees were established with the Party cell secretary as the head. The commune clearly defined 19 criteria and 39 targets for construction in the residential community. After 3 years of building the new rural area, the whole Thanh Linh commune has mobilized a total investment capital of over 67 billion VND, of which the people's contribution reached over 50% of the total capital. Completing 19/19 criteria as required by the National Criteria, reaching the new rural area in 2015 on schedule. Currently, there are over 11.4 km of commune and inter-commune roads paved with grade A standard asphalt, 30.7 km of village roads are 100% concreted, not muddy in the rainy season and 7.4 km of standard internal roads. The irrigation system has been concreted, basically upgraded to meet the requirements of proactive irrigation for rice cultivation and aquaculture areas, domestic water supply and drainage. People's lives are increasingly improved; average income per capita in 2014 reached over 18 million VND/person/year. Up to now, basically, the housing area of ​​residents has ensured "3 hard"; There are 1,421 households with houses that meet the standards of the Ministry of Construction (88.7%), no temporary or dilapidated houses; the poverty rate has decreased to 4.5%. In addition, Thanh Linh also pays special attention to environmental sanitation, completing the construction of a centralized landfill with a total cost of 1.3 billion VND. To reduce the load on the landfill in the long term, the commune has also encouraged people to build incinerators at home; to date, the whole commune has built 502 incinerators...

Material life has been improved, spiritual life has also been focused on. Now, the communal cultural house and village cultural house are always crowded with laughter and voices of the elderly and children. The stadium is where young people come to exercise with sports such as football, volleyball... Thanks to the new rural area, all ages now have a useful playground, and spiritual life has been improved.
