Thinh Son Commune (Do Luong): Steady steps towards industrialization and modernization

(Baonghean) - During the 2010 - 2015 term, the Party Committee and people of Thinh Son commune (Do Luong) united and focused their minds and efforts to bring about good growth in the local socio-economic situation, gradually improving people's lives, creating favorable conditions for Thinh Son to become the first commune in the district to reach the new rural finish line.

Although it is a purely agricultural commune, Thinh Son has been dynamically developing a diversified economy in many fields. In the agricultural sector, the total annual cultivated area is 517 hectares, of which 70-80% is high-quality rice, which is well cared for by the people, actively applying scientific and technical advances in production, bringing the annual food output to 3,700-3,800 tons, exceeding the set plan. The commune's agricultural service cooperative closely follows the crop calendar to direct the crop structure to ensure seeds, materials, fertilizers, pest control, proactively and promptly irrigate for the people, contributing to stabilizing the productivity and quality of crop varieties in the area.

The locality has also effectively promoted 35 hectares of aquaculture including fingerlings and commercial fish, with a total annual output of 150-160 tons. A typical example is the fingerling production model of Do Luong Aquatic Seed Cooperative in the commune, which currently has 3 fingerling farms with a total area of ​​nearly 5 hectares specializing in the production of aquatic seeds and freshwater specialties, supplying the market with 40 tons of fingerlings/year, serving the needs of the province and neighboring provinces, with a total revenue of 2.4 billion VND/year.

In the field of small-scale industry and basic construction, there have been many positive changes, encouraging the purchase of agricultural machinery, mechanical engineering, and transport vehicles, attracting many local workers to work. In 2010, the value of small-scale industry and basic construction production of the commune reached 22.64 billion VND; in 2014, it reached 64.57 billion VND, accounting for 34.54%, an increase of 2.84 times compared to the beginning of the term. The service - trade sector continued to develop, at the beginning of the term there were only over 60 business households, by 2014 it had increased to over 150 service - trade business households, creating jobs for hundreds of workers, bringing the total value of service - trade to increase from 24.83 billion VND (in 2010) to 59.30 billion VND (in 2014).

The People's Credit Fund mobilized nearly 20 billion VND at the beginning of the term, and by 2014, it had mobilized up to 74 billion VND, creating capital for production, business, basic construction, labor export and other industries. The local economy continued to develop steadily, with the total production value in 2014 reaching nearly 187 billion VND, a growth rate of 12.1%. In addition, the implementation of the National Target Program on New Rural Construction has attracted the entire political system to join hands and hearts to build the New Rural Area. The result was the mobilization of more than 184 billion VND; of which the people contributed over 83 billion VND, donated 70,554m2 of land; the budget source was 74 billion VND. From here, 53 works, electricity, roads, schools, stations, traffic, irrigation, cultural houses and other welfare works have been built. By the end of 2014, Thinh Son was recognized by the Provincial People's Committee as a commune meeting new rural standards.

In the field of education and training, the locality has implemented universal education at all levels firmly, taking good care of the education of the younger generation, moral education, traditional education, mass quality, key quality have changed positively, excellent students at all levels have increased, the rate of students passing the graduation exam every year is 97-98%. Attention has been paid to the socialization of education, encouragement of learning, and encouragement of talents. In the annual summary, all 3 schools have achieved excellent progress at the district and provincial levels; the commune has achieved progress in education. Vocational training, job creation, labor export, hunger eradication and poverty reduction have received due attention. In the past 5 years, vocational training and job creation have been provided for 1,412 workers, of whom 540 have been exported to work, 44 poor households have been eliminated, bringing the poverty rate of the whole commune from 6.4% in 2010 to 2.78% in 2014...

In the coming term, based on the planning, create specialized production areas for rice varieties, high-quality rice, and high-income fields; have policies to encourage the development of concentrated livestock farming models such as raising cows in captivity, developing farm economy, rotating herds of 1,300 - 1,400 buffaloes and cows annually, bringing the proportion of agricultural livestock to 50%; maintain a herd of 500 sows, a herd of 2,500 - 3,000 pigs/year; a herd of 35,000 - 40,000 poultry. For the development of small-scale industry - basic construction, the locality will soon adjust the planning for the development of small-scale industry zones, creating a favorable environment and mechanisms and policies to encourage businesses to invest.
