Van Loi Commune (Quy Hop): Striving to meet new rural standards

(Baonghean) - The Resolution of the Party Congress of Van Loi commune (Quy Hop) for the 2010-2015 term sets out 36 targets to strive for in terms of economy, culture - society, national defense - security, Party building, government and mass organizations.

Up to now, 31 targets have been achieved and exceeded. The total estimated value of intra-communal production at current prices is 92,529 million VND, up 49.5% compared to 2010; of which: Agriculture - forestry: 65,683 million VND, up 41.6% compared to 2010; Services - trade - transportation: 18,726 million VND, up 64.6% compared to 2010; Industry - construction: 8,120 million VND, up 93.3% compared to 2010. Average income per capita reached 22.5 million VND/year, up 138% compared to 2010.

The national target program on new rural construction has been actively implemented by the Party Committee, government and organizations. Up to now, in addition to building 3.7 km of concrete roads, the commune has also upgraded and completed classrooms, sanitation facilities, guardhouses, medical rooms, built junior high schools and primary schools that meet national standards; built a cultural house in Van Giai hamlet that meets the prescribed standards; coordinated with the Commune Women's Union to organize the implementation of the 5 no 3 clean program in 10/10 hamlets...

In the field of culture and society, during the past term, the Party Committee and the government have paid attention to leadership and investment in building facilities and standard schools, gradually improving the quality of teaching and learning. They have done well in building "Friendly schools, active students"; for 3 consecutive years, the district People's Committee has recognized them as an advanced commune in education (2012 - 2014).

Up to now, the health network has been strengthened and developed to meet the increasing demand for health care and protection for the people. The work of preventing malnutrition in children has achieved good results, decreasing from 27% in 2010 to 22.28% in 2015; children under 6 years old are examined and treated for free; children in difficult circumstances are cared for; the natural population growth rate decreased from 1.7% in 2010 to 1.1% in 2015.

Social policies, labor, and employment have been paid attention to, and visiting and helping families in especially difficult circumstances has become a regular activity of the commune, hamlet, and people's organizations. During the past term, 70 temporary, dilapidated houses for the poor have been eliminated, along with other policies with a total amount of 1,020 million VND. Every year, conditions have been created for poor households to borrow capital for production, livestock, students to study, and for labor export with a total capital of more than 11 billion VND.

The Party Committee of Van Loi commune always attaches importance to the work of local defense and military, regularly takes care of building a base of "safety, mastery, combat readiness", and organizes exercises with good results. The annual military transfer work reaches 100%. The work of receiving people, handling complaints and denunciations is well implemented in accordance with regulations. Thanks to that, the political security situation - social order and safety in the commune in recent years has been consolidated and maintained.

The Party Committee has paid attention to Party building work, consolidating clean and strong Party cells, eliminating weak Party cells; innovating leadership methods for the activities of the People's Council, People's Committee, Fatherland Front Committee and mass organizations. The leadership capacity, fighting strength of the Party organization, the quality of cadres and Party members have continued to be improved, especially since the implementation of Resolution 4 of the 11th Central Committee "Some urgent issues on Party building at present". The work of training and recruiting new Party members has received attention. Since the beginning of the term, the District Political Training Center has coordinated with the District Political Training Center to organize classes for Party members at the commune level, with 256 outstanding people attending classes on Party awareness; 53/75 new Party members have been recruited compared to the Resolution set for the entire term.

Based on the results achieved, in the 2015-2020 term, Van Loi commune is determined to build up to new rural standards; focus on improving economic, cultural, social, scientific - technical life and ecological environment, increasingly better meeting the needs of socio-economic development, improving the material and spiritual life of the people. In which, the following targets are determined to strive for by 2020:

Total value of intra-communal income (at current prices) is 226,816 million VND. An increase of 145% compared to 2015. Average annual increase of 29%. Of which: Agriculture - forestry, short-term and long-term industrial crops: 188,111 million VND, an increase of 168% compared to 2015. Services - trade: 27,125 million VND, an increase of 45.5% compared to 2015. Industry - basic construction: 11,490 million VND, an increase of 41.5% compared to 2015. Total average income per capita is 51.2 million VND/person/year, an increase of 127% compared to 2015. Total budget revenue by 2020 is 21,876,000,000 VND, an average annual increase of 11.1%. Strive to achieve 19/19 criteria for new rural construction by 2020. Regarding culture and society: natural population growth rate is 8.89%. Reduce the poverty rate to 12.5%, down 16.37% compared to 2015, an average annual decrease of 3.2%.
