Xuan Lam Commune (Nam Dan): Creating a breakthrough in agricultural and rural development

(Baonghean) - In the past term, despite many difficulties and challenges, the Party Committee, government and people of Xuan Lam commune promoted the strength of the political system and the great national unity bloc to achieve quite comprehensive results in all fields. Xuan Lam's economy developed and grew quite well, the infrastructure system received significant investment. The total production value in 2015 was estimated at 153,257 billion VND; the average annual growth rate was 8.4%. The proportion of agriculture accounted for 47%; the handicraft industry and construction accounted for 38.3%; the commercial services accounted for 14.7%; the average income per capita in 2015 was estimated at 28 million VND.

Agricultural, forestry and fishery production has developed steadily, with some sectors showing good growth. The value in 2015 is estimated at 72,035 billion VND, reaching 92.6% of the congress target; of which crop cultivation accounts for 60.79%, agricultural services account for 4.9%, and livestock farming accounts for 27.26%. The application of scientific and technological advances in production has been increasingly expanded, putting into production 100% of the hybrid peanut area, 65 - 75% of hybrid rice in the spring crop; 40 - 50% of the high-quality rice production area. The total food output in 2015 is estimated at 5,330 tons, reaching 103.5% of the congress target. Regarding livestock farming, with the main method being semi-industrial, the models of raising fattened buffaloes, cattle, crossbred Sind cattle for breeding, and lean pigs have gradually shown effectiveness. Up to now, the whole commune has a total herd of buffalo and cows estimated at 1,748, a total herd of pigs estimated at 880, and a total herd of poultry estimated at 34,100...

Regarding the construction of new rural areas, up to now, the commune has directed the investigation of the current situation in coordination with the consulting unit, planning the new rural areas for the period 2010 - 2020 with a vision to 2030. At the beginning of the term, the commune only achieved 6/19 criteria, by 2014 it achieved 11/19 criteria. With the motto of promoting internal resources and taking advantage of external resources, the commune has mobilized more than 25 billion VND to build infrastructure, electricity, roads, schools, stations, and social welfare works.

Education and training work has made much progress, the quality of mass and key education has been promoted, the rate of excellent students in the district and province has always been maintained and promoted. School facilities have been strengthened, ensuring teaching and learning, implementing universal education well. The commune's learning promotion association and the hamlet and clan learning promotion associations operate effectively, promptly encouraging children to compete in good study. The commune also focuses on building a junior high school that meets national standards, and a primary school that meets level 2 standards on schedule. The work of building a cultural lifestyle, a cultural family, and a cultural unit has been focused on; the number of households achieving the title of cultural family in 2015 is estimated at 82%. The whole commune has 12 units achieving the title of cultural unit. Primary health care for the people has been improved, and national health programs have been implemented well. Communication work, population services - family planning are always focused on and directed to be implemented. 9/22 hamlets have no one giving birth to a third child or more, the natural population growth rate is estimated at 0.52%/congress target of 0.6%. The commune was recognized by the district as a unit that excellently completed its tasks and in 2014, the Department of Health commended the unit for its achievements in the movement to implement family planning tasks.

Social policy work has been gradually paid attention to. The movement of "repaying gratitude" has been taken care of by the Party and the people; humanitarian and charitable activities, supporting people affected by natural disasters, helping families in difficult circumstances have been carried out by the people. Child protection and care has made much progress, health insurance cards for children under 6 years old have been issued in full and timely manner. Hunger eradication, poverty reduction, and job creation have been paid attention to, the poverty rate has decreased to 4.9%.

The Party Committee regularly pays attention to political and ideological education; organizes the study and dissemination of resolutions of Party congresses at all levels, directives and resolutions of higher-level Party Committees in a timely manner. Effectively implements Resolution 4 of the Central Committee and Directive 03 of the Politburo on continuing to promote "Studying and following the moral example of Ho Chi Minh". Thereby, contributing to raising awareness of serving the people, preventing moral and lifestyle degradation of cadres and Party members. Every year, the Party Committee develops plans and focuses on overcoming weak links and weak aspects; gradually innovates and improves the quality of Party cell activities, strictly implements working regulations and principles in Party activities, contributing to improving the quality of activities of Party committees, Party cells and Party committees, with no weak Party cells.

Based on the achieved results, in the 2015-2020 term, the Party Committee of Xuan Lam commune continues to promote advantages, overcome difficulties, strongly mobilize internal resources among the people, make the most of external resources, effectively apply scientific and technological advances in production and life. Accelerate economic restructuring, build socio-economic infrastructure, focus on investing in rapidly developing types of services, trade and occupations - handicrafts, expand the economic model of farms and households, create a breakthrough in building agriculture and rural areas, speed up the progress of building new rural areas. The Party Committee of the commune sets the following targets: Average economic growth rate of 10.3%/year. Total production value in 2020 reaches 234.62 billion VND. Economic structure: Agriculture, forestry: 37.61%; Services, trade: 13.84%; TTCN, construction: 48.55%. Average income per capita by 2020 is from 42 - 44 million VND. Natural population growth rate is 0.4%; rate of malnourished children under 5 years old by 2020 is 6.5%; Cultural families are 87%, cultural units are 80%. Poverty rate is below the district average. Strive for the commune to reach the NTM target by 2017. Every year, the Party Committee admits 20-25 new party members, 60-65% of party cells are clean and strong, with no weak party cells; the Party Committee annually achieves the title of Strong Party Committee; 100% of unions complete their tasks excellently.
