Yen Khe Commune (Con Cuong): Efforts to "reach the finish line" of new rural areas

Comrade Secretary of the Commune Party Committee Lo Van Bien happily said: in the 2010 - 2015 term, the Commune Party Committee focused on political and ideological education, strengthened propaganda, thoroughly grasped the Party's goals and guidelines for cadres, Party members and people, thereby improving the Party Committee's leadership capacity, leading the locality to achieve many achievements in many fields.

The commune's agricultural and forestry production has had positive changes, with economic efficiency per unit area. Perennial plants continue to promote their strengths, creating increasingly high production efficiency, such as orange trees, generating an income of over 500 million VND/ha/year... contributing to the agricultural production value in 2014 reaching 60,907 million VND, an increase of 1.3 times compared to 2010, achieving the target set by the congress of the previous term.

In addition, focus on introducing new high-yield varieties into production, directing the replacement of ineffective crops, converting 225.5 hectares of tea cultivation, 93.5 hectares of orange cultivation to increase income with an annual tea yield of 2,500 - 2,873.6 tons, orange yield of 140 - 145.9 tons; bringing the average rice yield to 65 - 68 quintals/ha, corn yield to 40 - 45 quintals/ha, peanut yield to 19 - 20 quintals/ha, vegetables of all kinds yield to 90 quintals/ha...

In livestock farming, the quality of breeding stock is focused on, and the livestock structure is more diversified. Many models of farm and semi-industrial livestock farming have been established and effectively promoted; the total herd of buffalo and cows increased from 2,500 in 2010 to 2,674 in 2014. In addition, maintaining and developing pond fish farming, sow farming, pigs for sale, free-range chickens, etc. The Party Committee has always paid due attention to forest management, care, protection and planting, increasing forest cover to 63% in 2014; the annual production value from forestry increased by an average of 3.85%.

With investment capital from State programs, the locality has built many important infrastructure works to serve the socio-economic development in the area such as: People's Committee headquarters, 4 village halls (Nua, Tan Huong, Khe Tin, Trung Thanh), upgrading secondary schools, kindergartens, building central markets, Khe Nuoc Moc bridge, Trung Huong flood overpass, self-flowing water route in region 2, road to Pa Pop - Pha village, Na Dam - Trung Chinh dam, planning the commune People's Committee campus into a synchronous cultural and sports center; the total value of investment projects is over 20 billion VND.

In addition, the commune has promoted its internal strength and the labor of the people to build a number of auxiliary works to create favorable conditions, improve living conditions, and contribute to changing the face of the commune's countryside. In the commune, there are many examples of cadres and party members taking the lead in emulating production, developing family economy, increasing income, especially donating land to open roads and build new rural areas.

Regarding education, the quality of teaching and learning has improved significantly, the number of excellent teachers and students has increased; universal primary and secondary education has been maintained; the school has continued to meet the national standard level 1 for kindergartens, and the primary school has been built to meet the standard level 2, achieving the targets set by the congress resolution. National health programs have been well implemented; investment has been made in upgrading infrastructure and medical examination and treatment equipment for health stations; in 2010, the provincial People's Committee recognized the commune as meeting the national health standards (phase 1).

The poverty reduction work has been implemented with many solutions and achieved many results, reducing the poverty rate of the commune from 36.28% in 2010 to 26.03% in 2014. Through programs and projects, 70 houses have been built for poor households with housing difficulties; implementing integrated solutions such as supporting loans from the Bank for Social Policies and entrusted loans from organizations has created conditions for job creation for workers, contributing to stabilizing and improving the living standards of farmers. Over the past 5 years, more than 350 jobs have been created for workers, contributing to ensuring social security.

The Party Committee of the commune regularly pays attention to directing the building of the national defense posture, the people's security posture, building a safe base ready for combat; coordinating with functional branches to organize propaganda, disseminate legal education, do a good job of prevention, promptly resolve citizens' complaints and denunciations... maintain political security, social order and safety in the area, creating a favorable environment for economic development.

In the 2015 - 2020 term, the Yen Khe Commune Party Committee determined to continue to improve the leadership capacity and fighting strength of the Party organization, maintain solidarity, promote strength, and be determined to build a strong and comprehensive Yen Khe Commune. Focus on directing the development of industrial tea, commercial oranges, planning by concentrated areas; raw material crops, planting trees with high economic value; intensive rice cultivation and building model fields; developing community tourism services; training cadres to meet the requirements of rural infrastructure development tasks associated with implementing the national target program on new rural construction.

In which, priority is given to developing a synchronous economic infrastructure structure, creating conditions for the establishment of orange growing groups and teams under the Yen Khe orange brand for sustainable development. The specific targets are: Average growth rate of 6.82%/year. Economic structure by 2020: agriculture - forestry 67.60%; small-scale industry - construction 16.8%; services 15.59%. Total food output by 2020 reaches 2,550 tons; total buffalo and cow herd reaches 2,600 heads, pig herd 2,500 heads; new planting area: tea 50 ha, orange 75 ha; average income per capita reaches over 23 million VND/year; in the immediate future, the goal is to complete the criteria for building new rural areas in 2015.

With the solidarity of the staff, party members and people, along with the achievements in the past term, Yen Khe Party Committee is creating momentum for it to continue to achieve more achievements in the 2015 - 2020 term.
