Identifying a woman who showed signs of being drunk driving a car at high speed
On December 19, a leader of the Traffic Police Department of Hanoi City Police said that they had received information about a woman driving a car who appeared to be drunk, screaming, crying, and challenging the police while driving, showing an abnormal mentality.
"The Traffic Police Department of Hanoi City Police has received information about the incident and is investigating and clarifying the matter," said the leader of the Traffic Police Department of Hanoi City Police.
Previously, on social networks, a clip appeared recording the image of a woman who appeared to be drunk, driving a car at high speed, swerving, weaving, and cutting in front of cars while continuously screaming and challenging: "Where, no one is here for me to hit, pay hundreds of millions"; even challenging the police: "If the police stop the car now, I will hit and kill you".

According to netizens' search, the woman in the clip is a ceramic tycoon named Do Thi Kim Ngan (Ngan "Gom"). In June 2018, Ngan "Gom" also drove her car into the middle of the street in Sa Pa town (Lao Cai) to "blackmail" and oppose the traffic police, causing public outrage.
After violating traffic laws in Sa Pa, the female tycoon Ngan "gom" continued to "post" on Facebook to explain herself. This person claims to be like Chi Pheo - a "classic" character in the work Chi Pheo by writer Nam Cao with a personality that specializes in slashing faces and blackmailing people.
In the video, Ngan "gom" boldly said: "Now I am Chi Pheo so I have to be stubborn... They insulted a man who drank alcohol and exposed himself by rolling on the street, writhing and throwing tantrums. Just like me, I also exposed myself on Facebook for the whole country to throw tantrums. Throw tantrums at you to curse me a lot, whoever curses will be given 500,000 VND".
This woman also challenged: "Just one really good curse, whoever curses will be given 500 thousand dong immediately. The more you curse, the more bitter you will be, to overcome your fate. Use this motivation to strive, I will earn a lot of money to pay for the curses... because I am very rich".
