The delegates also highly agreed with the proposals of the Provincial People's Committee on the principles of land valuation, maximum and minimum prices of land types and price lists of land types. Accordingly, in general, the fluctuation between land prices in 2015 compared to 2014 in districts, cities and towns basically remained the same, only locally changing in some areas and routes with changes in planning, traffic infrastructure and having shortcomings due to the previous determination of not ensuring the common land price level.
During the review, some delegates also clarified the authority of the Provincial People's Council in deciding on the principles of pricing, maximum and minimum prices for land types and price lists for land types. The Provincial People's Committee is responsible for promulgating and announcing prices for each lot and plot of land in detail and specifically, with the view of ease of implementation, avoiding arbitrariness in localities, as well as in fulfilling state obligations, facilitating compensation and site clearance when reclamation occurs.
