In the rural youth sector, Dien Ky Commune Youth Union is a model in implementing administrative reform. The remarkable effort of the Commune Youth Union Executive Committee in recent times is the development and promulgation of internal regulations on meetings and activities of the Union. These regulations stipulate administrative penalties for youth union members who are late, not serious or do not wear Vietnamese youth shirts when participating in meetings and movement activities. Internal regulations stipulate that youth union members who drink alcohol or do not wear helmets will be fined from 50,000 to 100,000 VND. Thanks to that, during the recent Lunar New Year 2013, there were no traffic accidents in Dien Ky Commune.

To bring administrative reform work closer to the Youth Union, the District Youth Union Executive Committee has proactively disseminated widely in the Youth Union organizations about the administrative procedure reform project, innovated working style and manners, encouraged Youth Union members to propose ideas and initiatives in the process of handling work, practiced thrift, fought waste, took on youth projects and tasks, volunteered to work extra days and hours, enthusiastically guided and helped people to resolve administrative procedures. In addition, it also organized for Youth Union members to study and apply information technology in professional work, proposed solutions to build effective administrative management models. Up to now, 70 affiliated Youth Union organizations have implemented the information reporting system via email, avoiding delays and lost documents that affect the common work. For 39 commune and town unions, 60% are managed by computers and 100% are using computers connected to the internet (shared with other unions).

Dien Chau is also one of three localities in the province that has inherited and effectively promoted the Central Youth Union's science and technology project. The special feature of this project is that in addition to being provided with computers, photocopiers, cameras, and printers, the units are also provided with a software that introduces about 200,000 different occupations. Hundreds of youth union members have learned and successfully developed economic models such as the duck and fish farming model of Mr. Le Duc Hung (Dien Yen), the chicken farming model of Mr. Nguyen Van Hung (Dien Trung)... creating opportunities for young people to promote their strength and intelligence to devote themselves to work, wholeheartedly serve the people, and contribute to building a rich and beautiful homeland.
