Over the years, the cadre team from the district to the grassroots level has been built, creating reasonable resources, synchronous structure, and increasingly high quality, contributing to improving the leadership capacity and fighting strength of grassroots party organizations, authorities and unions from the district to the grassroots level.
Focus on training
At the beginning of the 2010-2015 term, through a survey and assessment of the staff in the area, Que Phong District Party Committee realized that the quantity and quality of the staff had been improved, demonstrating innovation and succession between generations. However, frankly speaking, many cadres and civil servants, especially grassroots cadres, have not been trained; the rate of unqualified cadres, especially in the mass organizations, is still high, and they have not been trained in expertise and profession. In particular, in the commune and town blocks, the training and development of cadres is still spontaneous, not linked to the actual needs of local cadres, the quality has not met the requirements; the training level is uneven between expertise and politics, between the structure of occupations and training systems. From that reality, the District Party Executive Committee issued the Project: "Improving the capacity of cadres and civil servants of Que Phong district in the period of 2011 - 2015 and the following years".

The District Party Committee has developed and specified the standards for district and commune cadre titles. In particular, it focuses on standards for professional qualifications, political theory, state management and standards for each title. Next, the district focused on reviewing and rearranging the cadre team; building and implementing well the cadre rotation regulations. Along with that, it simultaneously applied the examination system for cadres and civil servants in the area along with retraining for cadres who did not meet the standards. These solutions have created mechanisms and corridors for Party committees from the district to the grassroots level and mass organizations to implement, arrange recruitment and training of cadres. In the border commune of Hanh Dich, comrade Nguyen Ba Kiem, Deputy Secretary of the Commune Party Committee, said that during the 2010-2015 term, there were 54 commune cadres, including full-time and part-time cadres, but only 11 of them had intermediate professional degrees. The Commune Party Executive Committee has 17 members, of which only 6 have intermediate professional and political degrees. “Based on that reality, the Commune Party Standing Committee has annually developed a plan for training and fostering professional and political theory to improve the working capacity of commune cadres, especially young cadres,” Comrade Kiem shared.
In Chau Thon commune, at the beginning of the 2010-2015 term, the quality of the commune's cadres was still not up to standard. The commune's Party Executive Committee had 17 members, but in terms of expertise, only 1 comrade had a university degree, 10 comrades had intermediate degrees, the rest had not been trained; in terms of politics, only 6 comrades had intermediate degrees, the rest were elementary. Comrade Nong Van Huan, Secretary of the Commune Party Committee, said: "To meet the increasingly high requirements of work and to implement the District Party Committee's project, we have focused on cadre training. During the term, the commune sent 22 comrades for professional training and 5 comrades to study intermediate political education". In total, at the beginning of the term, according to statistics from the Que Phong District Party Committee, the entire cadre team in the district, including communes and towns, had more than 2,200 people. Among the key cadres, only 0.56% of cadres have been trained in the fields of land administration, irrigation, aquaculture, construction and Party building. Therefore, to implement the project, every year, Que Phong District Party Committee directs the District Party Committee's Organizing Committee, the Political Training Center to coordinate with the Provincial Political School, universities and colleges to train and foster cadres in both professional and political theory. As a result, from 2011 to 2014, 20,421 cadres at all levels of the district participated in training courses, fostering and improving their qualifications.
Improve the quality and capacity of staff
In the process of training cadres, Que Phong District Party Committee focuses on building a team at all levels to ensure quantity and improve quality. In Hanh Dich commune, training and fostering work has been effectively implemented, so far 100% of commune cadres have a professional secondary degree or higher, of which 28 comrades have a university degree, 3 comrades have a college degree. The Party Executive Committee for the 2015 - 2020 term, which was recently elected at the Commune Party Congress, has 16 comrades, of which 10 comrades have a university degree, 2 comrades are studying at university, 3 comrades have a secondary or college degree. In terms of politics, 11 comrades have a political secondary degree; 10/16 comrades are under 35 years old. In particular, thanks to the focus on planning, training and fostering cadres, especially young cadres, the cadre team in Hanh Dich during this term is assessed as young, capable and has good political qualities, ensuring continuity and sufficiency in structure as well as high prestige in the entire Party and people.
A typical example is comrade Lo Van Viet, Secretary of the Party Committee of Hanh Dich commune, born in 1981. In the previous term, he completed a university program in Agriculture and an intermediate political degree. “In addition to the common tasks, our goal is to lead effective economic development to accelerate poverty reduction and improve people's living standards. Currently, the commune is surveying to build a passion fruit growing model, develop brocade weaving villages, and zone off grazing areas for buffaloes and cows... on the basis of promoting the potential and advantages of the locality,” comrade Viet excitedly shared about the key leadership tasks in the coming time.

Similarly in Chau Thon commune, comrade Nong Van Huan, Secretary of the Commune Party Committee, said: “The Commune Party Committee Executive Committee for the 2015-2020 term has 16 members. Of which, in terms of expertise, 7 have university degrees, 1 has a college degree and 8 have intermediate degrees. In terms of politics, 9 have intermediate degrees, the rest are elementary. The commune will have a plan to send comrades to continue studying to ensure standards”. Not only in Hanh Dich and Chau Thon communes but also in all grassroots Party Committees in Que Phong district, the training and fostering of cadres has been really focused on by Party Committees at all levels. From there, it has brought about efficiency in managing socio-economic development. Proof of this is that in the grassroots Party Congress in Que Phong district, the team of cadres in the Party Committees were assessed as being superior to the previous term in all aspects. Comrade Tran Dang Khoa, Head of the Organizing Committee of Que Phong District Party Committee, said: “Through the congresses of the Party Committees and grassroots Party cells, the Party Committee standards basically meet both professional and political requirements as prescribed. In particular, in the new term, the percentage of young cadres elected to the Executive Committee is high, promising even stronger changes in leadership, management, and implementation of the set tasks and goals.”
At the district level, in preparation for the 21st District Party Congress, term 2015 - 2020, the Personnel Plan for the Executive Committee and the Standing Committee of the District Party Committee has been approved. Accordingly, the Executive Committee is expected to have 39 members, and the Standing Committee will have 11 members. All cadres in the plan meet the standards of professional quality and political qualifications. With the changes in cadre work in the area, it is believed that in the term 2015 - 2020, Que Phong district will well implement the set goals, by 2020 it will escape from poverty, becoming one of the fairly well-off districts in the mountainous area of Nghe An province.
