Building "model fields" - when policies come into life

(Baonghean) -On December 13, 2012, Nghe An Provincial People's Council issued Resolution No. 68/2012/NQ-HDND on a number of policies to support investment in building the model of "large-scale fields" in Nghe An, period 2013 - 2015. Although the implementation period is not long, this is a resolution that satisfies the people, creating an initial change in agriculture, rural areas and farmers.

Arriving at Nghi Dong commune (Nghi Loc), we were enthusiastically invited by the Chairman of the People's Committee of the commune, Nguyen Viet Hung, to visit the fields. Pointing to two adjacent fields, one field growing fragrant rice DT68 with a new technical process according to the support policy for "large-scale fields", the other field producing on a mass scale according to the old method, he said: "The adjacent fields are clearly different. By intuition, I dare to affirm that the productivity and quality in this "large-scale field" are definitely much better."

Meeting Mr. Tran Ba ​​Xuan, Hamlet 7, who was visiting the fields, he said: "The fields are connected to each other, with a good irrigation canal system. Now, the province is supporting us with fertilizers and high-quality rice varieties; and we are also supporting us to visit and study the model in Do Luong, Yen Thanh, and learn about the transfer of production science and technology. We hope that this spring crop will be the most successful spring crop ever." Building a "large model field" according to the province's support policy, Nghi Dong commune was chosen by Nghi Loc district to implement a rice growing model with 86 hectares; the Nghe An Agricultural Materials Corporation lent us seeds, fertilizers and plastic to cover 100% of the area. Currently, the locality is actively mobilizing people to take care of the rice to ensure the highest yield in the upcoming harvest.

Along with the "large model field" model of rice production in Nghi Dong commune, Nghi Loc district also implemented a "large model field" of peanuts in Nghi Long commune with 35 hectares of L26 peanut variety, produced using nylon-covered peanut technology. It is known that before building the "large model field", Nghi Loc implemented a number of "model field" models of rice varieties, high-quality rice, and watermelon in some communes of Nghi Cong Nam, Nghi My, Nghi Kieu, Nghi Lam... The economic efficiency is quite obvious, with productivity increasing by about 10 - 15% on the same unit area, contributing to increasing farmers' income.

However, the "model fields" that the district has built are small-scale, only 10 - 15 hectares/field, and the effectiveness is not sustainable. Mr. Nguyen Duc Tho - Head of the Department of Agriculture of Nghi Loc district, said: The Provincial People's Council's issuance of a Resolution on a number of policies to support investment in building "large model fields" in Nghe An is very correct, accurate, and timely. The policy is issued with conditions for budget support to renovate fields, concretize canals, provide technical training, seeds, and fertilizers, creating a premise for building large-scale field models in the future, in conjunction with businesses to take care of input and output, creating confidence for farmers to feel secure in production.

Comrade Ho Ngoc Sy - Member of the Provincial Party Committee, Director of the Department of Agriculture and Rural Development, affirmed: The application of scientific and technical advances and high technology to produce according to the "large-scale field" model is an inevitable trend in agricultural production today. This is the basis for a rapid shift to commodity agriculture, increasing productivity and quality of crops and livestock, increasing the competitiveness of agricultural products in the market, and increasing income for workers. This is also the basis for developing agricultural production according to VietGap, ensuring food safety and hygiene and is the premise for developing sustainable commodity agricultural production, contributing positively to the construction of new rural areas in the area.

In 2012, the province implemented 40 models of rice, corn, and peanut production, with a total area of ​​2,222 hectares. Typically, there is a large-scale rice production model of 40 hectares in Phuc Thanh commune (Yen Thanh) with an income of 140 million VND/ha/crop; a peanut field model in Dien Chau district with a yield of 4.5 tons/ha... The results from the 40 implemented models confirmed that crop productivity and output were 10 to 15% higher than mass production.

In order for the resolution to quickly come into effect, the Department of Agriculture and Rural Development has promptly advised the Provincial People's Committee to issue Decision No. 02/2013/QD-UBND, dated January 15, 2013, specifying investment support policies and mechanisms in agricultural production. This spring crop 2013, the province has deployed 15 more "large-scale field" models in 13 districts. Thanks to practical experience in directing, organizing, and implementing the construction of previous model fields, along with financial support, the "large-scale field" models have initially developed very well, creating consensus among the people.

From the experience of building model fields in the past and directing the implementation of building "large model fields" according to Resolution 68 of the newly issued Provincial People's Council, it will change the thinking and awareness of cadres and farmers; help localities have conditions to reorganize agricultural production towards sustainable commodity production; well solve the post-concentration of land, land consolidation and plot exchange; shift the labor structure in agriculture, increase farmers' income, and contribute to solving new rural issues.
