Emphasizing at the first meeting of the Working Group assisting the Chairman of the National Committee on e-Government, the Minister and Head of the Government Office said: "We are behind but must move quickly, have an overall view, start from the smallest things, and ensure that the results are sustainable."

On the morning of October 19, Minister and Head of the Government Office (GOO) Mai Tien Dung, Head of the Working Group assisting the Chairman of the National Committee on e-Government (NEC), chaired a meeting to deploy the activities of the Working Group.

Four groups will be established under the Working Group.

Minister and Chairman of the Government Office Mai Tien Dung said that on September 20, the National Committee on E-Government held its first meeting under the chairmanship of the Prime Minister and Chairman of the Committee. Accordingly, the Working Group assisting the Chairman of the Committee is located at the Government Office, with the Minister, Chairman of the Government Office and Secretary General of the Committee as the Head of the Working Group; the Deputy Heads of the Working Group are the Minister of Information and Communications and the Director of the Administrative Procedure Control Department of the Government Office.

Minister and Chairman Mai Tien Dung emphasized that the issue of building an e-Government towards a digital government and a digital economy is a key priority of the Government at present, aiming to concretize the policy of building a creative, action-oriented, and honest government towards serving the people and businesses.

According to the UN E-Government Assessment Report, in 2018, Vietnam's e-Government development index ranked 88/193 countries and 6th in the ASEAN region.

The Minister and Head of the Government Office said that regarding the development of e-Government, since 2000, Vietnam has implemented Resolution 36, accordingly, many tasks have been carried out, and the application of IT is progressing well in state agencies. However, the basic foundation has not yet met expectations, although infrastructure has been invested, the results have not been as expected. The weakest point is the problem of not being able to connect and share data, but only sharing in vertical sectors. The biggest bottleneck is that the database has not been formed, the institutions and regulations on security and identification have not been completed...

Emphasizing the task of the Working Group, the Minister and Head of the Government Office said: The Working Group plays an important role in both advising and implementing, but the Working Group does not replace the Ministries. In this spirit, the Working Group will establish 4 groups, group 1 is the group of resources and ensuring implementation; group 2 is on institutions and administrative reform; group 3 is on solutions on technology and security, safety; and group 4 is the communication group.

The important issue in the operation of the Working Group assisting the National Committee on E-Government, emphasized by Minister and Head of the Government Office Mai Tien Dung, is the effectiveness and cohesion of the members of the Working Group to assist the Committee.

Need to join hands to advise the Government

At the meeting, delegates and experts gave their opinions on the drafts of two projects: the Paperless Government Information System Project (e-Cabinet) and the draft National Public Service Portal Project reported by the Working Group assisting the National Committee on e-Government.

Minister, Head of the Government Office Mai Tien Dung, Head of the Working Group, said that for e-Cabinet, why is the issue that the Government must do it first, because when the Central Government does it first, it will be a spreading example for localities and other units to implement. "We must boldly reform. Government agencies must set an example by doing it first, reducing meetings but the results must be quick," said the Head of the Working Group.

According to Acting Minister of Information and Communications Nguyen Manh Hung, the first meeting of the Working Group assisting the Chairman of the National Committee on e-Government received high consensus from delegates and experts. The delegates and experts basically agreed with the draft content of the two projects.

Mr. Nguyen Manh Hung emphasized that with the current spirit, the implementation of e-Government construction can move quickly to achieve initial results, and remove difficulties to move faster in e-Government construction.

Concluding the working session, the Minister and Head of the Government Office emphasized that the Government and the Prime Minister are determined to build e-Government, towards digital government, digital economy, digital society and identified this as a key task that needs to be implemented and successfully implemented, creating clear changes in improving the quality and efficiency of state administrative agencies, promoting public services to serve the people.

To successfully carry out the task of building and developing e-Government, ensuring consistency and achieving successes that create momentum for the process of building e-Government, it is necessary to have the efforts of State administrative agencies in performing the task, and at the same time, it is necessary to have the cooperation of society, especially, the elite knowledge in this field to advise the Government and the Prime Minister to make the right decisions.

Minister and Head of the Government Office Mai Tien Dung assigned the Government Office's Personnel Organization Department to promptly complete the conditions for establishing 4 groups under the Working Group; arrange working places and other conditions so that members and experts of the Working Group have the best working conditions.

The Minister and Head of the Government Office also requested the Ministry of Information and Communications to soon complete the institutions to complete the Projects as well as accelerate the construction of the overall architectural framework of the e-Government./.
