Building a rice land database
The Ministry of Natural Resources and Environment has issued Circular No. 17/2014/TT-BTNMT guiding the determination of boundaries, areas and the construction of a database of rice-growing land.

Participants in determining the boundaries and areas of rice-growing land include the Department of Natural Resources and Environment; District People's Committee; Commune People's Committee.
The basis for determining the boundaries and areas of rice-growing land, wet-rice land that needs to be protected and land specialized in wet-rice land that needs to be strictly protected includes: a- Land records; b- Statistics, land inventory and maps of current land use status; c- Reports explaining the planning and land use planning maps at the district level. In case there are reports explaining the planning and land use planning maps at the commune level, the reports explaining the planning and land use planning maps of the commune and district levels shall be used; d- Indicators of rice-growing land and land specialized in wet-rice land allocated by the planning and land use plans of the higher level directly during the planning period; dd- Reports explaining the planning and new rural construction planning maps (if any); e- Reports explaining the planning and land use planning maps (if any); g- Reports explaining the planning and land use planning maps of rice-growing land (if any).
The Department of Natural Resources and Environment is responsible for publicly announcing the results of determining the boundaries and areas of rice-growing land, wet rice-growing land that needs protection, and land specialized in wet rice-growing land that needs strict protection of the locality on the Department's electronic information page.
Building a rice land database
The Circular also stipulates that the principles and requirements for building a rice land database shall comply with the provisions of Article 4 of Circular No. 04/2013/TT-BTNMT of the Minister of Natural Resources and Environment regulating the building of a land database.
In case the rice land data of localities has been established but is not in accordance with the provisions of this Circular, it must be updated, standardized, and converted accordingly.
The land use rights registration office under the Department of Natural Resources and Environment is responsible for updating rice land data when there are changes according to the decision of the competent state agency.
Every year, the Department of Natural Resources and Environment is responsible for organizing periodic inspections every 6 months of the construction and updating of rice land data at the provincial and district levels and reporting to the General Department of Land Management.
The General Department of Land Administration shall inspect the updating of the National Rice Land Database according to regulations.
This Circular takes effect from July 1, 2014.
