Building a National Database on Asset and Income Control
Deputy Prime Minister Le Minh Khai has just signed Decision No. 390/QD-TTg dated March 28, 2022 approving the Project "Building a National Database on Asset and Income Control".
Building a National Database on Asset and Income Control to modernize and digitalize asset and income control, establish information technology infrastructure, processes and regulations to systematize, update, store, protect and provide accurate, complete and timely declarations, conclusions on verification of assets and income and other data related to asset and income control in accordance with the law on anti-corruption and other relevant regulations to contribute to preventing, detecting and handling corruption.

After 2025, 100% digital transformation of asset and income control
In the period of 2022 - 2023, the Project strives to build technical infrastructure, application software to update, integrate data, connect, share to ensure safe and smooth exploitation of the National Database on Asset and Income Control. In particular, completing the approval of the investment policy for the Project to build the National Database on Asset and Income Control; building software, configuring the hardware of the Central System, computers, digitizing the Declaration of Assets and Income; installing information technology equipment; installing software, and conducting trial operations.
Develop a mechanism for operating and managing the exploitation of the National Database on asset and income control. In particular, focus on developing and supplementing documents regulating the operation of the National Database on asset and income control and the organization of the apparatus and payroll; improve the capacity of civil servants to manage and operate the National Database on asset and income control; develop and expand the System, propose amendments and supplements to relevant laws, creating a basis for declaring and managing assets and income directly on the System.
In the period of 2024 - 2025, the Project will digitize and update data on asset declarations at asset and income control agencies; integrate them into the National Database at the Government Inspectorate according to the provisions of the 2018 Law on Anti-Corruption and the Regulations on coordination between asset and income control agencies. Connect and share data with information systems, public service portals, and other national databases according to regulations. In particular, complete the digitization and storage of 100% of the Asset and Income Declarations of those who are required to declare; complete the connection between the National Database on Asset and Income Control and other relevant national databases.
Develop and expand the exploitation of the National Database on asset and income control; gradually replace traditional paper records to support declarants, agencies, organizations and units in controlling assets and income, reaching 50% or more by 2025.
After 2025, 100% of asset and income control will be digitally transformed using digital technology and digital data.
The national database on asset and income control is centrally managed at the Government Inspectorate.
The project is implemented nationwide with the subjects being state management agencies; agencies controlling assets and income; people with the obligation to declare assets and income; other agencies, organizations, units and individuals involved in controlling assets and income according to the provisions of the 2018 Law on Anti-Corruption, Decree No. 130/2020/ND-CP dated October 30, 2020 of the Government and the Regulation on coordination between agencies controlling assets and income.
The national database on asset and income control is built and centrally managed at the Government Inspectorate according to Article 52 of the 2018 Law on Anti-Corruption and the Regulation on coordination between asset and income control agencies.
The national database on asset and income control stored at the Government Inspectorate is built, managed and operated by the Government Inspectorate, including information on declarations, conclusions on verification of assets and income and other data related to asset and income control as prescribed. The national database on asset and income control receives, updates and processes information on asset and income control provided by agencies, organizations and units managing people with declaration obligations and other asset and income control agencies.
Other asset and income control agencies (control agencies specified in the 2018 Law on Anti-Corruption and the Regulation on coordination between asset and income control agencies) shall build, manage, exploit and protect the database on asset and income control within the scope of management, ensuring consistency, efficiency, safety and confidentiality under the guidance of the Government Inspectorate.
