In the Platform for National Construction in the Transitional Period to Socialism (supplemented and developed in 2011) adopted by the 11th National Congress of the Party, it is stated: "To assume the leadership role, the Party must be strong in politics, ideology and organization; constantly renew and rectify itself; strive to improve its intellectual level, political mettle, moral qualities and leadership capacity. Maintain the tradition of solidarity and unity within the Party, strengthen democracy and discipline in Party activities. Regularly self-criticize and criticize, fight against individualism, opportunism, bureaucracy, corruption, waste and all acts of division and factionalism. The Party takes care to build a contingent of clean cadres and Party members with high qualities, abilities and fighting spirit following the moral example of Ho Chi Minh; pay attention to nurturing and training the next generation of people to continue the revolutionary cause of the Party and the nation".
Faced with the requirement to develop the cause of innovation in both breadth and depth, in the context of domestic and international opportunities and challenges, advantages and difficulties, strengths and weaknesses of the Party organization revealed in recent times, the work of Party building and rectification is an issue of utmost importance that our cadres, Party members and people are extremely concerned about. Only by building a clean and strong Party can we improve its leadership capacity and fighting strength, and conversely, improving the capacity and fighting strength of the Party organization is also to build a clean and strong Party.
To implement the Resolution of the 11th Party Congress, Party building work needs to focus on the following major tasks:
1. Attach importance to theoretical and political education for cadres and party members, firmly uphold Marxism-Leninism and Ho Chi Minh thought, firmly grasp and thoroughly understand the Party's guidelines.
To fulfill the duty of a pioneer soldier, each Party member must constantly study the Party's guidelines and policies; the State's laws and policies. Fight against laziness and reluctance to study politics or being content and conservative with one's existing knowledge. Through practice, our Party has increasingly summarized experiences to have appropriate innovations, adding to the treasure trove of Marxist-Leninist theory and Ho Chi Minh's thought, so studying the Party's guidelines and policies is continuous.
Party committees at all levels need to have appropriate plans to improve the political level of each type of party member. Resolutely fight to defeat all plots and "peaceful evolution" activities of hostile forces; prevent, combat and criticize manifestations of "self-evolution" and "self-transformation" within ourselves, and overcome ideological, political, moral and lifestyle degradation in a number of cadres and party members.
2. Cultivate revolutionary qualities and ethics, fight against individualism.
Each party organization needs to regularly promote the Campaign "Studying and following Ho Chi Minh's moral example" both internally and externally. Highlight good examples and good deeds, while criticizing negative aspects, making the beauty of culture, morality and lifestyle constantly flourish.
In Party activities, we must attach importance to self-criticism and criticism, and at the same time have appropriate plans and measures for the masses to participate in criticizing cadres and Party members. Uncle Ho taught: "Comrades and colleagues criticizing is not enough. We must also welcome criticism from the masses, then the criticism will be completely correct."
Along with education, it is necessary to attach importance to inspection work and strictly and promptly handle party members who violate responsibilities, qualities and lifestyles.
It is necessary to promptly prevent and fight to resolve the situation of lack of internal solidarity in some party organizations, especially among some leaders, due to conflicts of interests and positions. In some places, different "hidden interest groups" have formed, thus creating disunity. If there is a lack of solidarity among leaders, it will cause great harm in many aspects within the party and the revolutionary movement. This is the greatest sin that must be fought against and dealt with severely.
3. Innovation in personnel work. Emphasize internal political protection work.
Each locality and unit needs to regularly review and supplement the staff planning. Implement mechanisms and policies to detect, select, train and foster staff; promote virtuous and talented people, overcome the situation of chasing after degrees. Do not appoint unvirtuous and untalented, opportunistic staff. Strictly implement the mechanism of dismissal, removal and resignation of leaders and managers according to regulations of superiors.
Timely detection and strict handling of cases of seeking positions, power, places, crimes, ages, degrees, and medals.
Nghe An is the homeland of the Soviet Union, the homeland of President Ho Chi Minh. The cadres at all levels and sectors of Nghe An must be worthy of the glorious tradition and must take the lead in the fight against bureaucracy and corruption. Therefore, corrupt cadres or those who cover up corruption must be promptly and strictly dealt with.
4. Along with the above tasks, it is necessary to continue to innovate the leadership methods of the Party organization.
Supplementing regulations, rules, and working procedures of the Party Committee for the activities of the political system. Overcoming the situation where the Party Committee covers up, replaces, or loosens the leadership of state agencies.
Innovate the leadership method of the Party organization towards the Fatherland Front and mass organizations. Our Party is the only ruling Party, so the Party organization must listen to the opinions of the Front and mass organizations, respect the principle of democratic consultation in the organization and operation of the Vietnam Fatherland Front.
