Develop a project to conduct a vote of confidence for people holding positions elected or approved by the National Assembly or People's Council.

At the meeting, the Editorial Board raised a number of issues to solicit members' opinions, such as: the scope of the project's research; determining the purpose and significance of the vote of confidence; the scope and subjects to be included in the vote of confidence; the time of organizing the vote of confidence; the criteria and content of assessment, expressing confidence; the process and procedures for organizing the vote of confidence; and the legal consequences of the vote of confidence.

Speaking at the meeting, Vice Chairman of the National Assembly Uong Chu Luu emphasized that the vote of confidence for positions elected or approved by the National Assembly and People's Councils has been stipulated in the Constitution. At the 4th Central Conference, the 11th Party Congress issued a Resolution on "Some urgent issues on Party building at present", which requested guidance for early implementation of regulations on taking a vote of confidence for people holding positions elected or approved by the National Assembly and People's Councils. The issue of taking a vote of confidence for officials has also been raised by many National Assembly deputies at National Assembly sessions. These are important legal bases for implementing the project "Processes, procedures, and methods for taking a vote of confidence for people holding positions elected or approved by the National Assembly and People's Councils".

It is expected that by September this year, the Editorial Board will report and ask for the Politburo's opinion on the specific contents of the above Project, then submit it and ask for the National Assembly's opinion at the 4th Session of the 13th National Assembly.
