Through monitoring and grasping the situation, the Provincial Party Committee found that in 2013, the Party Organization and Building sector had 6 aspects that needed to be commended:
Firstly, right from the beginning of the year, implementing the direction of the Provincial Party Committee, the organizing committees at all levels have done well and done early the work of advising the Party Committees to review and evaluate the mid-term, through which the organizing committees at all levels together with the advisory agencies have promptly advised the Party Committees and Party Committees at all levels on adjusting a number of policies and solutions, drawing out the good aspects, the remaining aspects, weaknesses, targets, and issues that need to be impacted in the middle of the term.

Second, it has actively directed the implementation of Central Resolution 4 in conjunction with Directive 03, especially a series of issues raised after the review in the spirit of Central Resolution 4. This task was assigned by the Provincial Party Committee Standing Committee to Party building committees, but the core and focus is on the Organizing Committee.
Third, we have promptly consolidated and supplemented newly established organizations, units and agencies, especially in Hoang Mai Town and Quynh Luu.
There are many issues regarding organization, staff, a series of policies and mechanisms... but we have directed the implementation very well, through which the quality of staff and working spirit in these agencies and units have improved.
Fourthly, the Organizing Committees at all levels have made efforts in two professional areas: improving the quality of grassroots party organizations and party members at the grassroots level. During the year, we admitted nearly 6,000 party members, including 7 party members of religious origin, reducing the number of hamlets without party cells from over 100 to 93, and the number of hamlets and villages without party members to 73. This effort requires the participation of the entire political system, the core of which is the party building organization system.
Fifth, the Organizing Committee coordinated with the Party Building Committees to summarize 10 years of implementing Conclusion 20 and advised the Politburo to issue Resolution 26 on Nghe An. This is the mark of the year but can also affirm the mark of the term. For the first time, the Politburo issued a separate resolution for a province. This result has a great contribution from the Party Building Organization sector.
Sixth, although Nghe An is one of the 10 localities that hostile forces chose to promote peaceful evolution and self-evolution, over the past year, internal political protection work was also an area that the Party building organization system performed well.
These are the positive aspects of the Party Organization and Building sector that the Standing Committee has recognized and highly appreciated. However, in addition, the Standing Committee of the Provincial Party Committee has noted some limitations. These are:
- Although there have been many efforts in staff planning, the quality of staff planning is not high, even in some places it is not done according to regulations, and some people who are not party members are included in the planning of the Standing Committee and Executive Committee. This also shows the staff crisis that needs to be overcome.
- The quality of organizations in the political system in specific regions (including party organizations, government, fronts and mass organizations) is normally classified as strong and excellent, but when problems arise, they cannot be handled. This is a limited issue that requires attention from organizational work.
- Some grassroots units and even higher-level ones, after being reviewed in the spirit of Resolution 4 of the Central Committee, still have some unsteady developments in ideology, organization, cadres, working style and manners, implementation of grassroots democracy regulations... leading to internal disunity, the movement has not changed positively, and the consultation, handling, and arrangement of solutions are not very effective. This is the responsibility of the Organization sector.
- Another problem is that the work of staying close to the base, grasping the situation is not timely, and the staff information is not accurate.
These are the shortcomings that we must overcome. The Party Charter and regulations stipulate that the Organizing Committee has the right to inspect and supervise organizations, agencies and units on the implementation of functions in their fields of scope in order to rectify them. We are doing this little and with low efficiency.
2014 is determined to be the year of acceleration to complete the tasks of the entire term, there are many important issues taking place. The Provincial Party Committee's Standing Committee requests that those working in organization need to coordinate closely with inspection, propaganda, and mass mobilization to focus on propaganda, education, mobilization, persuasion, and ideological work. This is an extremely important issue, easily leading to a chain reaction, requiring us to get involved.
In 2014, the Provincial Party Committee requested the Party Organization and Building sector to focus on a number of tasks:
Firstly, focus on propagating the Constitution. After the Constitution, the Party and State will have a series of adjustments in policies and guidelines. At least 98 laws must be amended. Under the laws are documents, along with a series of policies and guidelines of the Party.
The second is to effectively implement Resolution 26 of the Politburo on Nghe An. Previously, the Politburo gave “fish strings” but now the Politburo gives “fishing rods”. The problem is how to catch fish? This is very important, requiring effective implementation of Resolution 26.
Third, in 2014, our province will summarize 30 years of innovation, this is a very important issue in Party building work, in which the cadre organization is the core. We need to summarize and draw out issues from the perspective of cadre organization work to advise the Party Committee and the Central Committee, to promote innovation and perfection of regulations, management and operation mechanisms, leadership mechanisms, and administrative reforms in the Party.
Speaking more deeply about professional tasks, regarding organizational work, the Provincial Party Committee noted that it is necessary to focus on consolidating strong grassroots party organizations; continuing to build and develop party organizations and party members in special areas, ethnic minority areas, especially those without party cells or party members. Bringing party members from other places to remove blank spots in party cells is also a way to do it, but it is not the best. We must develop party members at the grassroots level, enhance the leadership role of grassroots party organizations. Regarding the work of developing party members, once developed, we must create conditions and an environment for party members to promote their role, and developing quantity must go hand in hand with improving quality. In reality, in some localities, nearly 10% of party members whose names have been removed each year are mainly young party members. That is an alarming issue regarding the input of party members.
For personnel work, we must pay attention to training, fostering, and improving the qualifications of the staff. Because people decide everything. Cadres must have knowledge and a bright mind to be able to do the job. In addition, we must do the work of planning, rotating, appointing, promoting, and evaluating cadres in a standard and inheritable manner. In the current market mechanism, those who do the work of organizing cadres must arrange the right people for the right jobs.
Regarding internal political protection work, the Central Committee emphasized that the current peace situation in Nghe An is very complicated, and requested the Organizing Committee to coordinate with the Internal Affairs Committee and internal affairs sectors to do a good job of internal political protection work.
Another important task is to focus on implementing well Resolution 4 of the Central Committee on Party building in conjunction with the implementation of Directive 03 of the Politburo. Especially, how far has the implementation of the issues that need to be done immediately after the review in the spirit of Resolution 4 of the Central Committee been done? Currently, the district and sectoral blocs have only implemented 45-46% of the issues pointed out after the review. It is necessary to focus on clarifying the causes. Regarding Directive 03, we must stick to the theme of 2014 to lead and direct the study and follow the moral example. That is "enhancing the sense of responsibility, fighting individualism, saying goes with doing". In addition, we must coordinate with the Party building committees to advise well and prepare well for the new term Congress (term 2016-2020).
Finally, we must focus on building, nurturing, and perfecting a team of cadres who are both dedicated and virtuous, as well as professional, responsible, and courageous.
