Based on monitoring and assessment of the situation, the Standing Committee of the Provincial Party Committee has identified six areas in the Party Organization and Construction sector that deserve commendation in 2013:
Firstly, right from the beginning of the year, following the direction of the Provincial Party Standing Committee, the organizing committees at all levels have done a good job and promptly advised the Party committees on the mid-term review and evaluation. Through this, the organizing committees at all levels, together with the advisory agencies, have promptly advised the Standing Committees and Party committees at all levels on adjusting some policies and solutions, identifying strengths, weaknesses, targets, and issues that need to be addressed in the first half of the term.

Secondly, the Provincial Party Committee has actively directed the implementation of Central Resolution 4 in conjunction with Directive 03, especially addressing a series of issues raised after the review in accordance with the spirit of Central Resolution 4. This task was assigned by the Provincial Party Committee's Standing Committee to the Party building departments, but the core and focus was on the Organization Department.
Thirdly, we have promptly strengthened and supplemented newly established organizations, units, and agencies, especially in Hoang Mai and Quynh Luu towns.
Many issues arose regarding organization, personnel, and a range of policies and mechanisms… but we directed the implementation very well, and as a result, the quality of the staff and the working spirit in these agencies and units improved.
Fourth, the Party Organization Committees at all levels have made efforts in two areas of professional work: improving the quality of grassroots Party organizations and Party members at the grassroots level. This year, we admitted nearly 6,000 new Party members, including 7 members of Catholic origin. We reduced the number of hamlets without Party branches from over 100 to 93, and the number of hamlets and villages without Party members to 73. This effort requires the involvement of the entire political system, with the Party building and organizational system as the core.
Fifth, the Party Organization Committee coordinated with the Party Building Committees to advise on the summary of 10 years of implementing Conclusion 20 and advised the Politburo to issue Resolution 26 on Nghe An. This is a highlight of the year, but it can also affirm the milestone of the term. For the first time, the Politburo issued a resolution specifically for a province. This result is largely due to the contributions of the Party Organization and Building sector.
Sixth, although Nghe An is one of the 10 areas chosen by hostile forces to intensify "peaceful evolution" and "self-evolution," the Party's organizational system has also performed well in protecting internal political security over the past year.
These are the positive aspects of the Party Organization and Construction sector that the Standing Committee has acknowledged and highly appreciated. However, alongside these, the Provincial Party Standing Committee has noted some shortcomings and limitations. These are:
- Although efforts have been made in personnel planning, the quality of personnel planning is still not high. In some places, it is not done according to regulations, and some individuals who are not Party members are included in the planning for the Standing Committee and Executive Committee. This also shows the crisis in personnel that needs to be addressed.
- The quality of organizations within the political system in special regions (including Party organizations, government, Fatherland Front, and mass organizations) is normally rated as strong or excellent, but when problems arise, they are unable to handle them. This is a limitation that requires attention from organizational work.
- Some grassroots units, and even higher-level units, after self-criticism in accordance with the spirit of Resolution No. 4 of the Central Committee, still experience sluggish developments in ideology, organization, personnel, working style, and implementation of grassroots democracy regulations… leading to internal disunity, lack of positive progress in the movement, and ineffective advice, handling, and resolution. This is the responsibility of the Organization Department.
- Another shortcoming is that grassroots outreach and situational awareness are not timely, and the information provided for advice is not accurate.
These are shortcomings that we must address. The Party Charter and regulations stipulate that the Organization Department has the right to inspect and supervise organizations, agencies, and units regarding the performance of their functions within their respective areas of responsibility in order to rectify any issues. We are currently doing this infrequently and with limited effectiveness.
2014 was identified as a year of accelerated progress to complete the tasks of the entire term, with many important issues taking place. The Standing Committee of the Provincial Party Committee requested that those working in organizational roles coordinate closely with inspection, propaganda, and mass mobilization efforts to focus on propaganda, education, mobilization, persuasion, and ideological work. This is an extremely important issue, easily triggering a chain reaction that requires our active participation.
In 2014, the Standing Committee of the Provincial Party Committee requested that the Party Organization and Construction sector focus on several tasks:
Firstly, there is a focus on disseminating information about the Constitution. Following the Constitution, the Party and the State will make a series of adjustments to policies and guidelines, with at least 98 laws needing amendment. Below these laws are various documents, along with a series of Party policies and guidelines.
Secondly, it is crucial to effectively implement Resolution 26 of the Politburo on Nghe An. Previously, the Politburo provided "fishing rods," but now it provides "fishing rods." The question is, how do we catch the fish? This is very important and requires the effective implementation of Resolution 26.
Thirdly, in 2014, our province conducted a review of 30 years of reform, which is an extremely important issue in Party building work, with the organizational and personnel sector being the core. We need to summarize and draw conclusions from the perspective of organizational and personnel work to advise the Party Committee and the Central Committee, and to promote the reform and improvement of regulations, management and operational mechanisms, leadership mechanisms, and administrative reform within the Party.
Speaking in more detail about professional tasks, regarding organizational work, the Provincial Party Standing Committee noted the need to focus on strengthening grassroots Party organizations; continuing to build and develop Party organizations and Party members in special areas and ethnic minority areas, especially in places without Party branches or Party members. Bringing Party members from other areas to fill the gaps in Party branches is one approach, but not the best. We must develop Party members at the grassroots level and enhance the leadership role of grassroots Party organizations. Regarding Party member development, once developed, conditions and an environment must be created for Party members to fulfill their roles; increasing the number of members must go hand in hand with improving their quality. Currently, in some localities, nearly 10% of Party members are removed from the membership list each year, mainly young members. This is a worrying issue regarding the recruitment of Party members.
Regarding personnel management, attention must be paid to training, developing, and improving the skills of the workforce. Because people determine everything. Cadres must possess knowledge and a clear conscience to be effective. In addition, the planning, rotation, appointment, promotion, and evaluation of cadres must be carried out accurately and with a focus on continuity. In the current market economy, those working in personnel management must place the right person in the right job.
Regarding internal political security, the Standing Committee emphasized that the current situation of peaceful evolution in Nghe An is very complex, and requested the Organizing Committee to coordinate with the Internal Affairs Committee and other internal affairs agencies to effectively carry out internal political security work.
Another important task is to focus on effectively implementing Central Resolution 4 on Party building, in conjunction with the implementation of Political Bureau Directive 03. In particular, how far have we progressed in addressing the issues that need to be done immediately after the review, in accordance with the spirit of Central Resolution 4? Currently, the district and sectoral levels have only implemented 45-46% of the issues identified after the review. We need to focus on clarifying the reasons for this. Regarding Directive 03, we must adhere to the theme of 2014 to lead and guide the study and emulation of moral examples. That is, "raising a sense of responsibility, combating individualism, and ensuring that words are matched by actions." In addition, we must coordinate with the Party building committees to provide good advice and prepare well for the new term's Party Congress (2016-2020).
Finally, we must focus on building, nurturing, and strengthening the team of personnel working in organizational and personnel management, ensuring they possess both integrity and moral character, as well as professional skills, expertise, responsibility, and strong leadership qualities.
