Building Hoang Mai to soon become a town developing industry - services and tourism
(Baonghean) -On the occasion of the solemn organization of the Nghe An Provincial People's Committee's Ceremony to announce the Government's Resolution and launch the establishment of Hoang Mai Town, Nghe An Newspaper interviewed comrade Ho Duc Phoc - Secretary of the Provincial Party Committee on the orientations for building Hoang Mai Town in the coming time.
Reporter:Dear Secretary of the Provincial Party Committee, on April 3, 2013, the Government issued Resolution No. 47/NQ-CP on adjusting the administrative boundaries of Quynh Luu district to establish Hoang Mai Town. This is a very important condition for Hoang Mai Town to break through and develop in the direction of building an industrial - service and tourism urban area. So, could you please tell us more specifically the reasons why Nghe An directed the construction of Hoang Mai Town?
Comrade Ho Duc Phuc:Hoang Mai is an area in the Nam Thanh - Bac Nghe planning approved by the Prime Minister, and is one of the three growth poles of Nghe An province. According to the Resolution of the 17th Provincial Party Congress, there are three growth poles: Vinh - Cua Lo - Southeast Economic Zone and Hoang Mai - Dong Hoi and Quy Hop - Nghia Dan - Western Nghe An regions. Hoang Mai is a northern growth pole that creates extremely important regional connectivity and is the driving force for the socio-economic development of Nghe An.
Hoang Mai has great potential for developing industry - trade - tourism services, with many large mineral reserves, such as: limestone for cement production; clay for unburnt brick production, cement raw material production. The raw material reserves of Hoang Mai area alone can produce over 9 million tons of cement/year. Currently, Hoang Mai stone raw materials are being supplied to Nghi Son Cement Factory in Thanh Hoa, Hoang Mai Cement Factory with a capacity of 1.4 million tons/year and a number of factories under construction, such as: Tan Thang Cement Factory with a capacity of 2 million tons/year; Hoang Mai Cement Factory Phase 2 of Vietnam Cement Corporation with a capacity of 4.5 million tons/year and the Factory producing unburnt materials with a capacity of 400 million bricks/year.
In Hoang Mai, 3 industrial parks have been formed: Hoang Mai Industrial Park built by Japanese investors to attract Japanese enterprises to invest; Hoang Mai 2 Industrial Park is under construction and especially Dong Hoi Industrial Park has attracted many large projects with investment value of tens of billions of US dollars, such as: 2,400 MW thermal power plant with total investment of about 4.5 billion USD; Kobelco sponge steel factory (Japan) with investment of more than 1 billion USD; Indian phosphate fertilizer factory; Dong Hoi Port... Thus, according to the orientation, industrial parks in Hoang Mai will be the industrial center of the province.
Along with industrial development according to the planning, commercial services in this area will develop, such as commercial centers, markets, supermarket systems providing transit goods from Western Nghe An to Dong Hoi Port, Nghi Son Port connecting the traffic system connecting National Highway 1, National Highway 48, Hoang Mai station; the traffic system extends from Laos through the Western districts down to Hoang Mai to Dong Hoi Port, Nghi Son Port or to Hanoi. This is truly the intersection of convenient traffic routes to exploit the potential of Hoang Mai urban area with the advantage of having a long, beautiful beach, fine sand, clear blue water, many historical sites with great potential for developing sea tourism.
Another reason is that Quynh Luu is a district with a large area (over 60.7 thousand hectares) and a large population (over 380,000 people - more than the population of Bac Kan province). There are 43 commune-level administrative units, diverse and complex terrain with both plains and urban areas, as well as coastal, midland, and mountainous areas... so the separation will create favorable conditions and driving forces for development. Therefore, the adjustment of administrative boundaries is extremely necessary to create conditions for a breakthrough in the development of the Nam Thanh - Bac Nghe region, promote investment attraction, and socio-economic development of the province.

Reporter:Newly established, Hoang Mai Town will face difficulties and challenges. So, what tasks will Hoang Mai Town have to focus on to quickly stabilize and develop, comrade?
Comrade Ho Duc Phuc:First of all, Hoang Mai must focus on consolidating the political system from the town to the wards and communes: the party, the government, mass organizations and other organizations in the political system. It is necessary to focus on building detailed urban planning, marking traffic routes. It is necessary to focus on investing in essential works, necessary works to serve the operation of the apparatus such as the headquarters of the town party committee, the headquarters of the People's Committee, the police, the town team, the people's bloc and other administrative agencies.
Invest in completing economic and social infrastructure projects such as hospitals, cultural houses, entertainment areas, water plants, roads, etc. It is especially important that Hoang Mai invests in building urban technical infrastructure and especially industrial park infrastructure to focus on attracting investment, creating momentum for the development of the town and the province.
To do this, along with completing the apparatus soon, it is necessary to proactively build plans, programs, and projects with the highest determination, create high solidarity, create high consensus to arouse internal potential from within and attract investment resources from outside to build infrastructure, attract investment to create conditions for large projects to be implemented effectively. At the same time, Hoang Mai Town must pay attention to exploiting and managing well the available potentials such as beautiful beaches, raw material areas to serve the development of the processing industry, expand factories under implementation, etc.
Reporter:As a young town, in order for Hoang Mai to quickly stabilize and develop, in addition to the efforts of cadres, party members and people, could you please tell us what solutions and policies the province will have to support the town after it is established?
Comrade Ho Duc Phuc:On July 1, 2013, the Provincial Party Committee Standing Committee will report to the Standing Secretariat on 10 years of implementing Conclusion 20 of the Politburo and propose to issue a separate resolution for the socio-economic development of Nghe An. On July 4, 2013, the Provincial Party Committee Standing Committee will report to the Politburo to propose to issue a resolution. This is the most important basis for the creation of specific policies and mechanisms for Nghe An in general and Hoang Mai Town in particular.
In the immediate future, the province will focus on creating resources to invest in economic and social infrastructure and essential works, prioritizing capital for Hoang Mai to complete infrastructure as well as apparatus, headquarters, and equipment for operation; Early assignment of sufficient staff to Hoang Mai to quickly stabilize the apparatus; Directing Hoang Mai to carry out the election process to complete the apparatus of the Executive Committee, Standing Committee, People's Council and People's Committee to soon operate effectively. Help Hoang Mai Town remove difficulties for businesses and investors in the area.
The Standing Committee of Hoang Mai Town Party Committee is assigned to develop a special mechanism to report to the Central Government, the Provincial Party Committee, the People's Council, and the Provincial People's Committee to issue separate mechanisms and resolutions for Hoang Mai. The province will actively promote investment attraction to invest in industrial parks in the town and focus investment resources on Hoang Mai. The Party Committee and people of Hoang Mai town are united, making efforts to overcome difficulties, mobilizing resources, and sense of responsibility in building the town into a type 3 urban area, becoming a dynamic economic zone that is a key development area in the North of the province.
