Building the socio-economic development plan and state budget estimate for 2013

(Baonghean.vn) -This morning, July 9, the Provincial People's Committee held a conference to deploy the development of the socio-economic development plan, the state budget estimate for 2013, the investment plan for 2013 - 2015 and evaluate the implementation of basic construction in the first 6 months of 2012. Comrade Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

Also attending were Vice Chairmen of the Provincial People's Committee: Thai Van Hang, Dinh Viet Hong, Huynh Thanh Dien; representatives of leaders of organizations, departments, branches, People's Committees of districts, cities, and basic construction management boards of sectors.

The leaders of the Department of Planning and Investment reported on the results of basic construction in the first 6 months of 2012 and proposed basic solutions to complete the targets of the 6-month plan in 2012. In 2013, the whole province continued to implement solutions to control inflation, review and supplement planning, policy mechanisms, programs and projects. Strongly improve the investment environment, business environment and provincial competitiveness index. Focus on building new rural areas, promoting industrialization and modernization of agriculture and rural areas. Strengthen price management, focus on national defense and security, ensure social order and safety.

Also at the conference, representatives of the Department of Finance reported on the assessment of the results of the implementation of the state budget tasks in the first 6 months of 2012 and the plan to build the state budget estimate for 2013. Accordingly, in 2013, it is necessary to pay attention to the revised and supplemented revenue policies such as: corporate income tax, value added tax, personal income tax, non-agricultural land use tax, etc. Continue to increase mobilization and investment, improve efficiency, in which it is necessary to prioritize investment in projects completed in 2013 to promote efficiency soon. Focus on integrating programs and budget capital for the rural development sector, prioritize counterpart capital for ODA projects according to the implementation progress with the committed provincial budget portion.

Regarding the quality and quality management of construction works, in the coming time, the Department of Construction will focus on strengthening inspection and supervision of construction quality management in the province; reviewing works that are required to be inspected and certified for quality conformity; strictly and promptly handling according to the law according to the authority or recommending handling of organizations and individuals who violate construction quality management.
