Building a roadmap to adjust the minimum wage in the business sector

Deputy Prime Minister Vu Van Ninh - Head of the Central Steering Committee on reforming wage policies, social insurance and incentives for people with meritorious services requested to develop a roadmap to adjust the minimum wage for the business sector in accordance with the production and business situation and soon ensure the minimum living needs of workers.

Reforming wage policies, social insurance and incentives for meritorious people has been researched for many years. It is a big and complicated issue because it depends on many factors and has an overall relationship with many other social policies.

Although wages in the business sector have not yet reached the set target, they have been implemented quite harmoniously; health insurance and social insurance have made great strides; meritorious people are better cared for. However, wage reform according to the set target and roadmap has not yet been implemented.

The minimum wage in the business sector is adjusted annually but has not met the requirements. The basic wage applied to the sector receiving salaries from the state budget is currently too inadequate. Overall, reform in the public sector is still slow. Therefore, there has been no breakthrough in creating resources for salary reform.

Therefore, the Deputy Prime Minister requested to develop a roadmap to adjust the minimum wage for the business sector in accordance with the production and business situation and soon ensure the minimum living needs of workers.

At the same time, research and propose on salaries for state-owned enterprises when they transform into joint stock companies (the State holds controlling shares); research and propose solutions to manage recruitment and use of labor in 100% state-owned enterprises, ensuring effective recruitment and use of labor.

For the administrative and public service sector, the Deputy Prime Minister requested drastic implementation of tasks on innovation in the public service sector based on the framework policy issued by the Government.

Ministries shall study and develop and submit to competent authorities for promulgation of mechanisms suitable to the characteristics of the industry and sector; classify public service units as a basis for developing a roadmap for implementing innovation. Regarding incentives for people with revolutionary contributions, on the basis of current policies, study and adjust subsidy levels and a number of related policies in accordance with socio-economic development and state budget capacity to improve the lives of people with revolutionary contributions.

The Deputy Prime Minister assigned the Ministry of Home Affairs to coordinate with the Ministry of Finance and relevant ministries and agencies to study and develop a salary table based on the minimum requirements applicable to public service units granted autonomy according to Conclusion No. 63-KL/TW dated May 27, 2013 of the Central Government; review a number of positions in state agencies and public service units such as doctors and medical staff in schools and state agencies, etc.

The Deputy Prime Minister assigned the Ministry of Finance to proactively research and propose innovations in the allocation mechanism and budget support for the public service sector to ensure that activities gradually conform to market mechanisms and gradually reduce state budget support for the public service sector.

Develop a plan to balance budget resources for the 2016-2020 period to propose solutions to adjust the basic salary level for the administrative and career sector, with the possibility of adjustment in 2016 and the following years.
