The Congress is not only an opportunity to summarize and comprehensively evaluate the results achieved in the past term, but more importantly, to set out specific directions, goals, tasks and solutions for the coming term, in order to continue to improve the quality of security and order work and build a truly clean, strong, disciplined, elite and modern Nghe An police force.

In particular, this congress took place in the context of the police force implementing the reorganization of the local police apparatus at two levels (province and commune), not organizing district-level police and arranging commune-level police according to the Project on organizing and arranging commune-level administrative units, which clearly affirmed the Party's comprehensive and direct leadership role in public security work in the new situation; at the same time, creating new motivation and competitive spirit for the entire force to be united, disciplined, creative, and excellently complete all assigned tasks.

Reporter: Could you please tell us about the outstanding results that the Nghe An Provincial Police Party Committee has achieved in the 2020 - 2025 term?

ComradeColonel Dinh Viet Dung - Party Secretary, Director of Provincial Police:During the past term, under the direct and comprehensive leadership of the Central Public Security Party Committee and Nghe An Provincial Party Committee, the Provincial Public Security Party Committee has promoted the spirit of solidarity, proactiveness, innovation, excellently completed the assigned political tasks and achieved many outstanding results in all fields. Of the 41 specific targets, 37 targets were met and exceeded, 03 basic targets were met; many results in all fields of work were more outstanding, clearer, leading the entire People's Public Security force.

The work of protecting national security and ensuring social order and safety continues to be carried out effectively, political security is maintained, without suddenness or surprise. Directing the drastic implementation of many key and breakthrough solutions, continuously launching high-point attacks and effectively suppressing all types of crimes, especially effectively fighting emerging crimes, not allowing the formation of organized crimes operating in the style of "mafia". Restraining and reducing 26% of crimes violating social order compared to the previous term, the rate of investigation and solving cases is high (over 90%).

In particular, with the goal of removing Nghe An from the key and complicated drug area, Nghe An Police proactively issued the Project "Building a border commune clean of drugs", mobilizing the entire political system from the province to the grassroots level to take drastic action with many creative, fundamental, methodical and effective methods, thereby having 282/412 commune-level localities (old) and 06 district-level units (old) clean of drugs, recognized by the Party Committee, government and people, commended by the Ministry of Public Security and directed to be expanded nationwide.

Detected and arrested more than 6,200 cases, 6,800 subjects, seized 1,500 kg of drugs of all kinds; 35,500 subjects committed economic and environmental crimes; prosecuted 93 cases, 250 defendants related to corruption, positions... including many major and famous cases. Directed the establishment of Task Force 373 - "iron fist" in preventing and combating crimes and law violations associated with patrolling, controlling traffic order and safety, armed patrols.

One of the highlights of the Provincial Police Party Committee in the past term is to promote administrative reform, promote the application of information technology with many new, innovative and creative solutions (currently applying and deploying more than 60 software, many of which have been announced for replication by the Ministry of Public Security). Therefore, for 9 consecutive years, the Provincial Police has been ranked first by the Ministry of Public Security in terms of administrative reform index among the entire People's Public Security force.

In addition, synchronously and drastically implementing solutions in state management of security and order, especially effectively implementing Project 06/CP of the Government (3 times assessed by the Government as one of the top localities in the country); fire prevention, fire fighting, rescue, and ensuring traffic order and safety were directed with attention; traffic accidents were contained and reduced in all 3 criteria. The management of temporary detention, temporary imprisonment, execution of criminal sentences and judicial support had many positive changes, limiting violations and negativity, ensuring absolute safety of detention facilities.

Focusing on building and developing the movement of All People Protecting National Security and Order to become more and more in-depth and substantial, thereby consolidating and effectively maintaining more than 3,600 typical models in the movement of All People Protecting National Security and Order, of which 10 models were directed by the Ministry of Public Security to be replicated nationwide; contributing to removing 108/108 communes (old) from the key and complicated areas of national security and order.

Always a pioneer in social security activities, spreading noble acts for the community with the motto "when people need, when people are in need, there is the police", especially the rapid completion of nearly 4,000 houses for the poor in the province; coordinating the construction and repair of more than 12,700 temporary and dilapidated houses, the unit is always a pioneer and leader in charity and humanitarian activities, helping people overcome the consequences of natural disasters, storms and floods...
