PV:Could you please tell us about the most outstanding results that the Party Committee and people of Nghia Dan district have strived to achieve in implementing the Resolution of the 27th District Party Congress, term 2010 - 2015?

Comrade Vi Van Dinh:During the past term, the Party Committee and people of all ethnic groups in Nghia Dan strived to rise up, achieved many results, and basically completed the goals and targets set by the 27th Congress.
6/8 economic targets achieved and exceeded the set plan. The average growth rate in 5 years reached 18.66%; the average added value per capita in 2015 reached 28.6 million VND; the economic structure had a positive shift, the proportion of agriculture decreased from 67% to 57.93%; the proportion of industry and construction increased from 18.08 to 26.49%; budget revenue increased rapidly, of which the district-managed part reached 56 billion VND; total social investment capital in 5 years reached 12,589 billion/plan of 6,000 billion VND...
In the fields of agriculture, forestry and fishery, there have been quite positive developments, attracting and implementing a number of large projects in agriculture such as: concentrated dairy farming on an industrial scale; growing clean vegetables, tubers and fruits... with high efficiency, creating new models, breakthroughs in agricultural production and restructuring within the agricultural sector.
The National Target Program for New Rural Development has initially created a fairly widespread and widespread movement among all classes of people to join hands in participating. Two communes have been recognized as meeting the standards, and it is expected that in 2015, three more communes will complete the goal of building new rural areas.
Industry, handicrafts, and basic construction have grown quite rapidly, creating positive changes.
Infrastructure in the area is focused on investment, creating a new face, especially in the central area of the district.
The trade and service sector has developed. The rural market system has been invested in and upgraded to ensure that it meets the basic needs of the people. Services such as banking, communications, restaurants, hotels, motels, transportation, etc. have developed quite rapidly, especially in the central area of the district.
There has been much progress in culture and society. The quality of teaching and learning has been gradually improved, contributing to improving the rankings in provincial exams and in all aspects of education. Facilities and staff in medical facilities have been strengthened in both quantity and quality. Poverty reduction work has been implemented with synchronous solutions, so the rate of poor households has decreased rapidly (to 7.87%); social policies and policies for people with meritorious services have been well resolved.
National defense and security are maintained, proactively grasping the situation and focusing on fighting and handling well issues related to political security and social order and safety in the area.
The activities of People's Councils and People's Committees at all levels have been innovated quite positively in terms of content and work programs in a more specific, practical, effective and efficient direction.
The work of building the Party and the political system has been focused on and achieved many good results. The quality of grassroots party organizations has been improved, the political system in rural areas has been strengthened; the work of training, fostering, planning, and standardizing the staff has been well implemented.

PV:Dear comrade! Besides the achieved results, Nghia Dan still has limitations and weaknesses that need to be overcome?
Comrade Vi Van Dinh:During the process of preparing the Congress Documents, Nghia Dan seriously reviewed and clearly identified the following limitations and weaknesses that need to be overcome:
In the economic field: Productivity and investment efficiency in agricultural production of farmers are not high. The results of implementing the National Target Program on New Rural Construction are still low compared to the general level of the province. The progress and quality of some basic construction works are still slow, not meeting the requirements. Although trade and services have changed, they still account for a low proportion in the economic structure.
Cultural and social fields: The quality of teaching and learning has not changed evenly and has not created a breakthrough as the goal set by the 27th District Party Congress. The quality of medical examination and treatment has not met the needs of the people. The quality and effectiveness of the movement "All people unite to build a cultural life" is still low in some places and in some cases, or is still formalistic...
National defense and security: The combination of economic development with national defense construction and consolidation has not been given regular attention and is still ineffective. Some issues related to rural security, illegal mineral exploitation, environmental issues and job creation have not been thoroughly resolved.
The quality of supervision by the People's Council in some areas is not high and has not been truly effective after the supervision conclusion. The activities of the Fatherland Front and people's organizations in some areas are still formalistic and administrative.
The leadership capacity of some party organizations is not high. The role and effectiveness of leadership and direction of some party committees are not clear. Some cadres and party members still have the mindset of waiting, relying on others, lacking in training and striving; awareness and responsibility in work are not high; they are not truly pioneers and role models, and their words do not match their actions.
PV:So what lessons have the Nghia Dan Party Committee drawn from its leadership process?direction?

1. Proactively seek the right direction associated with building high determination, solidarity, joint efforts, and consensus among cadres at all levels to overcome difficulties together, strive to fulfill political tasks and set goals and targets.
2. Implement democratic regulations well in conjunction with strengthening information and propaganda work to create ideological unity and mobilize the strength of all classes of people to participate in implementing the Party and State's policies and tasks in each locality.
3. Take care to build a strong political system from the district to the grassroots level, associated with building and improving the quality of cadres at all levels. Focus on promoting the role of the Fatherland Front and mass organizations in implementing political tasks and participating in building a strong Party and government.
4. Actively seek guidance, attention, assistance and investment from superiors, especially in development orientation associated with attracting investment and supporting capital sources to create a foundation for development in the area.
PV:Dear comrade! In order for Nghia Dan to promote its potentials and advantages, promote comprehensive development, and achieve the goal of becoming the economic center of the Northwest region and a new rural district by 2020, what is the development direction for the next period?
Comrade Vi Van Dinh:It can be said that, with its potential and strengths, with the achievements and results of economic development in the past term, it has created an important foundation for Nghia Dan to continue to create conditions for large projects to be effectively implemented. In particular, continuing to receive attention and investment from the province and enterprises is a great and very important resource, creating conditions for Nghia Dan to continue to rise and make breakthroughs in the coming time. At the same time, the solidarity, consensus, intelligence and will to overcome difficulties of the staff, party members and people are a great driving force, an important basis for the Party Committee and people of Nghia Dan to be determined to rise in the coming time... With the viewpoint and development direction for the period 2015 - 2020, that is:
Building a truly strong party organization, political system and cadres, ensuring quality in all aspects. Continuing to attract and mobilize maximum resources for development investment to create an important shift in the economic structure, especially in high-tech agricultural production associated with agricultural and forestry processing.
