To encourage economic sectors and people to boldly apply science and technology to agricultural, industrial and handicraft production, Quynh Luu district has issued a mechanism to support capital, technology and essential materials for effective production models and pilot models. The district has been very "generous" in allocating funds and investing in this field: in 2011, it supported 2.35 billion VND and in 2012, 3.5 billion VND, along with investment capital from the province and other organizations, helping Quynh Luu implement many effective science and technology application models.

The district has a reasonable way to support the models, which is to only support 30-50% of capital, the remaining part of which the economic sectors and people must invest themselves. Regarding this investment support method, the leader of Quynh Luu district said: "If the district invests 100% of the capital, the economic sectors and especially the people will not be responsible for the project, success or failure will not affect the economic performance of the implementers, but if the investment is partially supported, the economic sectors and people, in addition to having to invest capital, also have a very high responsibility in implementing the model. In particular, the district creates favorable conditions for the settlement of payments for technology models, reduces cumbersome procedures, and creates a comfortable mentality for the people". In Quynh Luu, most of the activities of applying science and technology are primarily aimed at bringing biotechnological advances into agricultural and forestry production, aquaculture, seafood exploitation, intensive cultivation of high-quality rice, development and specialization of short-term industrial crops, fruit trees, and food vegetables in the direction of effectively shifting the economic structure and protecting the ecological environment.
Production models applying science and technology are selected and built quite suitable to the conditions of each locality. Typical examples include: safe tomato growing model in Quynh Van and Quynh Giang communes; edible mushroom and medicinal mushroom production in Quynh Xuan; Viet-GAP cabbage and tomato model in Quynh Luong; bio-safe duck farming in Quynh Hung; high-density intensive corn growing in Quynh Thuan; bio-safe intensive white-leg shrimp farming in Son Hai; yellow-finned white pomfret farming in Quynh Thuan; high-quality food sweet potato production in Quynh Nghia; moneywort medicinal plant cultivation in Quynh Trang; sweet pepper cultivation in An Hoa; spicy pepper and sweet corn cultivation in Ngoc Son... After completion, the models and topics are presented to seminars, people's opinions are collected, experiences are drawn and good models are continued to be deployed and replicated. Inappropriate topics and models are investigated for causes and lessons are drawn. Along with that approach, Quynh Luu also organizes timely rewards for creative models and projects that bring high economic efficiency, and at the same time the district supports additional funding to replicate the model in production.
By encouraging economic sectors and people to boldly apply science and technology to agricultural, industrial and handicraft production, Quynh Luu has created a strong shift in shifting the structure of crops and livestock, improving and innovating production technology, enhancing productivity, quality and product value, making an important contribution to the economic development of Quynh Luu.
