Building a model new rural area in Quynh Doi

(Baonghean) - Following the Party Congress for the 2015-2020 term, the Party Committee of Quynh Doi commune (Quynh Luu district) issued and implemented a thematic resolution on "upgrading new rural criteria to model standards".

Comrade Ho Bao Thong, Deputy Secretary of the Party Committee of the commune, happily stated: “Currently, Quynh Doi is expanding and upgrading the sidewalk system and planting trees along the inter-village roads. This not only creates a beautiful landscape and environment but also provides shade for people to rest. This is also one of the criteria for upgrading rural transportation to achieve the model status.” According to Mr. Thong, there is still much work to be done, and achieving the model status requires strong determination from the entire Party committee and the people.

In the Resolution of the Party Congress for the 2015-2020 term, the Party Committee and people of Quynh Doi commune are determined to build a model rural commune while ensuring the preservation of the cultural foundation of Quynh village from time immemorial. Therefore, in the process of implementing the model new rural commune criteria, the commune focuses on closely adhering to the objectives issued in the resolution to build appropriate action programs such as: Mobilizing the people to utilize their internal resources, donate land, renovate boundary walls, and expand traffic corridors. Promoting the tradition of valuing education, improving the quality of comprehensive education, and achieving top ranking in the district. Boosting the development of small-scale industries and services, and improving the quality of traditional craft village goods. These programs are then concretized and implemented by departments and agencies down to the village level. According to Comrade Ho Sy Hoi, Secretary of the Party Branch of Hamlet 2: “We have issued a thematic resolution to enhance the leadership and guidance of the Party branch in mobilizing the people to complete the concrete roads in the alleys and hamlets. The first step was to mobilize the people to build covers for the ditches on both sides of the road to widen and beautify the route.” With the consensus of the Party committee and the agreement of the people, within just one month, more than 1 km of the inter-hamlet road along the canal in Hamlet 2 was basically completed with a system of covers, at a cost of over 200 million VND. On average, each household contributed 1-2 million VND, with some families contributing up to 20 million VND. Comrade Ho Bao Thong added: “Just broadcasting the information on the commune's radio system was enough to get the people to respond immediately, some contributing labor, others contributing money, sparking a movement to build rural roads between hamlets and villages.”

This belief stems from the fact that Quynh Doi has a long-standing tradition of academic achievement. Its descendants, having excelled elsewhere, always show gratitude and pride towards their homeland. Therefore, each project here bears the mark of its native sons and daughters, such as the village gate, invested in by Mr. Ho Sy Tien, or the community cultural center, built by Ms. Phan Thi Quynh Nhu with nearly 1.5 billion VND, constructed from 2012 to the present and now in use. Along with these are projects such as the water treatment plant, the upgrading of the Than Temple, the Noi Market, the traditional house, the memorial monument to the poet Ho Xuan Huong, and the memorial monument for the martyrs of 1930-1931 – all of which have received significant investment from the people and their descendants living away from home.

In 2014, when embarking on the completion of the 19 criteria for new rural development, Quynh Doi commune already had 13 criteria met. All remaining criteria were included in the commune's Party Committee's overall leadership plan and implemented through specialized resolutions from the village Party branches. With high consensus from Party members and the people, infrastructure projects were completed within just two months. These included 14.7 km of concrete roads within villages, over 4 km of inter-village roads, and construction projects such as kindergartens, health stations, offices, a central area, and a wireless broadcasting system. The total cost of new rural development reached 207.7 billion VND, of which the people and their descendants contributed 74.832 billion VND.

Building on its tradition of academic excellence, the commune has recently awarded prizes to outstanding students at the provincial and national levels. Following the Party Congress, the commune's Party Committee issued an action program, emphasizing the promotion of academic achievements. Simultaneously, it focused on developing traditional craft villages specializing in rice noodles, cakes, and incense. During the past term, the commune established one incense-making village in hamlets 3 and 4, employing 10 households and 50 workers on a regular basis; a rattan and bamboo weaving village in hamlets 2 and 5, employing 67 workers; and a rice noodle and cake village that has established a brand and provides stable income.

To achieve the goal of becoming a model new rural commune by 2020, with synchronous and modern infrastructure, high and sustainable economic growth, and an advanced cultural life rich in traditional identity, the Party Committee of Quynh Doi commune is mobilizing all resources, concretizing them through action programs, and focusing on upgrading each sustainable criterion.
