There were 12 comments focusing on the implementation of socio-economic tasks in the first 6 months of the year, tasks and solutions for the last 6 months of 2015. Besides agreeing with the report assessing the socio-economic, national defense and security situation in the first 6 months of the year, delegate Nguyen Thi Quynh Nga (Thanh Chuong) suggested that it is necessary to clearly evaluate the economic models deployed in the province recently, which models are effective and need to be continued to be replicated, in order to increase income for farmers, ensuring sustainable new rural construction.
Also mentioning the construction of New Rural Areas, delegate Moong Van Hoi (Tuong Duong) said that the province needs to introduce policies to support and encourage localities to build suitable New Rural Areas, both to reduce difficulties and to stimulate local demand for implementation, especially focusing on supporting cement for communes that will reach the finish line in 2015, prioritizing the integration of programs and capital sources to build projects.

Discussing some issues of concern to delegates, Delegate Dinh Viet Hong - Vice Chairman of the Provincial People's Committee affirmed that the highlight in the province's agricultural production in recent times is the restructuring of high-quality varieties in 30% of the production area, productivity decreased but value increased, this is the goal of increasing income and production value in agriculture. Many economic models have affirmed their high efficiency such as oranges, commercial rice, rice seeds, livestock models.... Currently, the Provincial People's Committee is assigning the Department of Agriculture and Rural Development to review, summarize and evaluate comprehensively for further replication. Informing about some results of building new rural areas in the province, he also said that the province has not yet balanced the resources to serve the new rural program, so the main support policy is to support cement, this is also a policy that has affirmed its effectiveness in recent times, and at the same time, there is a reward policy for localities that have reached the new rural target with works. He also informed about a number of issues related to overcoming the consequences caused by drought.

Regarding the situation of tax debts, social insurance and health insurance debts of enterprises, delegate Tran Van Mao - Standing member of the Provincial People's Council said that this situation is on the rise, affecting the assurance of social security. Therefore, it is necessary to discuss clearly and propose solutions to completely resolve this problem. Some delegates expressed their agreement with the assessment presented by the Provincial People's Committee leaders at the meeting on "the poor ethics of civil servants and public employees", however, it is necessary to clearly state some specific examples in some establishments and sectors so that in the process of inspection and supervision by agencies, there should be more attention, warning and deterrence.

In addition to the above issues, many delegates also discussed some existing problems and limitations related to environmental pollution; the continuous occurrence of forest fires; the complicated situation of drug addiction treatment, causing anxiety among the people; the settlement of policies for people with meritorious services; the collection of road maintenance fees and other fees and charges; the situation of labor contracts not in accordance with regulations; many social issues such as roads to commune centers, electricity for communes without national grid, clean water for people in especially difficult mountainous areas, communes in coastal areas... Delegates also added and contributed opinions to the reports and draft Resolutions presented at the session.
