New rural construction in Hien Son
(Baonghean) -Hien Son is a commune in the semi-mountainous area located in the Southeast of Do Luong district, with more than 1,835 households and nearly 7,242 people, of which 7/15 hamlets are Catholic. People's lives mainly depend on agriculture, combined with raising livestock and poultry.
The renovation, embellishment and construction of irrigation works, intra-field canals, dams, and roads to facilitate people in the region in traveling and developing agricultural production are put at the top of the criteria for new rural construction. Mr. Tran Dang Binh - Secretary of Hien Son commune, emphasized: "Immediately after the policy was issued, the Party Committee and the commune government met to discuss and issue a resolution to direct the implementation. During the planning and approval process, the criteria for rural traffic and irrigation were taken as the key goals and tasks in 2012-2013. From there, it was the premise and basis for the commune to continue to successfully implement the remaining criteria." After a short time, Hien Son commune has achieved many remarkable results.
In 2 years (2012 - 2013), the commune has upgraded and expanded 34 rural and intra-field roads with a total length of nearly 19.5km; the total volume of excavation and filling is 42,858.7m3; concretized 2km of inter-village roads, built 5 new bridges and culverts to serve irrigation for crops. Especially with the support of capital from the province and district along with local funding, the commune has built a new 2-storey medical station, a primary school sanitation facility, and a spacious and clean office of the People's Committee.
The total value of the projects is estimated at nearly 6.7 billion VND. In addition to contributing money and labor days, 544 households donated 22,668.6 m2 of land to build roads. In 2012, 15/15 hamlets simultaneously launched the irrigation traffic project with a total excavation volume of up to 42,858.7 m3. In addition to mobilizing people's strength and labor days, the hamlets also voluntarily contributed money to rent excavators and bulldozers, with a total cost of more than 200 million VND. Thanks to that, up to now, most of the internal traffic system has been expanded from 4m to 6.5m, making it more convenient for traveling; irrigation canals have been dug and built, ensuring enough water for irrigation of crops; the dam system has been solidified with concrete. Ms. Pham Thi Huong, Hoa Nam hamlet happily said: "Previously, the road was small and narrow, so traveling was very difficult and tiring. Now it has been upgraded and expanded, making it much easier for us to travel, especially pulling ox carts in the upcoming winter-spring crop."
A remarkable result in the process of building new rural areas in Hien Son is that after a short time, many inter-village and inter-hamlet roads have been concreted. With the support of cement from the province, many hamlets have responded to the movement of building rural roads. With the motto "the state and the people work together", after being supported with 400 tons of cement, 177 households with 654 people in Ru Den hamlet voluntarily contributed 310,000 VND/person to buy sand, gravel, and construction materials, the amount collected was more than 2.02 billion VND. The inter-village road has a total length of 2 km, divided into 9 sections, assigned to 9 inter-family groups for construction.
In addition to contributing money and working days, many households also voluntarily donated dozens of square meters of land to build roads, remove fences, sanitation facilities, cut down trees... to build roads according to new rural standards. A typical example is the family of Mr. Tran Dang Hai, a parishioner, who voluntarily donated 50 square meters of land and demolished nearly 70 square meters of fences. Mr. Tran Huu Uyen, a 70-year-old veteran, also set an example by demolishing the bathroom, moving the pig pen, and donating 40 square meters of land, worth nearly 20 million VND. Thanks to the way each cadre and party member takes the lead for the masses to follow, not only in Ru Den hamlet but also in 15/15 hamlets in Hien Son commune, the movement of people voluntarily donating land to open roads and join hands to build new rural areas is creating a widespread influence.
