New rural construction in Vinh City: 3 support conditions

Due to the socio-economic characteristics and specific requirements, Vinh City conducts new rural construction based on the 19 criteria of Decree 491 of the Prime Minister, the city also integrates 3 other contents: Agricultural project of 9 suburban communes; plan to build agricultural technical infrastructure and agricultural extension program.

Integrating the above content is creative, because in the 19 criteria for new rural construction, there are many overlapping contents. For example, the issue of land use planning and essential infrastructure for the development of goods, industry, small-scale industry and services; or socio-economic infrastructure criteria: irrigation, application of scientific and technological advances, etc. When integrating the above 3 contents into the new rural construction program, it will both save investment capital (avoid cross-fertilization) and bring about visible results.

In the Project for agricultural economic development of 9 suburban communes, the motto is to develop suburban agriculture in the direction of producing modern agricultural products with high productivity, safe quality and competitive advantages. Agriculture will focus on intensive farming with high technology. The direction of specialization is to gradually reduce the rice growing area to expand the area of ​​vegetables, ornamental flowers, and valuable fruit trees.

In animal husbandry, attention should be paid to high-quality livestock and poultry. Aquaculture prioritizes specialty breeds... all of which are consistent with the content of new rural construction in production planning. Therefore, the Steering Committee for New Rural Construction and the City's Economic Department requested the Nghe An Institute of Architectural Planning - the unit contracted to plan for 9 suburban rural units - to demonstrate that rice growing areas will be implemented in Nghi Lien, Hung Hoa, Hung Chinh, Nghi Kim communes; vegetable growing areas in Hung Dong, Nghi An, Nghi Lien, Nghi Duc, Nghi Kim communes; flower and ornamental plant areas concentrated in Hung Dong, Nghi An, Nghi Lien communes; aquaculture areas in Hung Hoa, Hung Loc, Nghi Kim; pig and commercial cattle farming will develop in all 9 communes, but poultry will be concentrated in Nghi An, Nghi Duc, Hung Chinh, Hung Hoa, which are areas with traditions and large farms.

On the other hand, on this basis, the New Rural Development Board will propose agricultural extension programs with the right addresses, trees and animals for villages and communes in the planning area. In fact, last year, the city's agricultural extension invested 5 billion VND in the above planning areas, contributing to changing rural income.

Regarding rural infrastructure construction, the city has prioritized investment since the date of Decision 4929 of the People's Committee establishing the "Steering Committee for the implementation of the national target program on new rural construction in the period 2010 - 2020". Specifically, the capital allocated in 2011 for rural traffic works was 16,010 million VND. Asphalt was laid on the central roads of the communes of Nghi Kim and Nghi Lien; the inter-commune roads of Hung Hoa and Hung Chinh and the central roads of the commune to the hamlets in Nghi An were expanded.

Investment in public lighting system is 3.5 billion VND for 3 communes Nghi An, Hung Loc, Nghi Duc. Regarding education standardization, this year's capital is up to 10.7 billion VND, except for Nghi Duc Commune Kindergarten which is newly built, the communes are supported with capital for upgrading and repairing. Capital for commune headquarters and other auxiliary works is 7.3 billion VND. In particular, investment in irrigation works and structural transformation is 33.7 billion VND. Construction of rural markets is 2.4 billion VND. All of the above-mentioned projects are currently under construction or are being implemented for estimates and bidding.

Thus, by the end of 2011, the 9 suburban communes had gradually shown 19 new rural criteria. Of which, 3 other contents, such as the three tributaries of the river joining the main stream, the agricultural development project of 9 suburban communes; the plan to build agricultural technical infrastructure and the agricultural and fishery extension program, contributed significantly. The integration of these 3 contents has focused more capital to invest in the weakest links and created synchronization in the general planning.
