The last sections of the road are being rushed to completion, and the criteria for building new rural areas in Chau Tien are gradually reaching the finish line.

Coming to Chau Tien commune these days, the atmosphere of making concrete roads is bustling in the villages. Groups of people are drenched in sweat, their faces red, urgently mixing batches of concrete to smooth the road surface. Mr. Lanh Van Le, in Hong Tien 2 village, said: His family is still poor, but when the village mobilized people to contribute money to buy sand and gravel to build roads, he and his wife sold some rice and 2 pigs for 4 million VND to give to the village. "With the state's support of cement, to build roads for us to use every day, why not contribute to make it soon? If we don't, the village roads will be muddy forever, making it difficult to travel.

This morning, the villagers and I got up very early, taking advantage of the cool weather to use an ox cart to carry cement from home to the road, mix concrete, and smooth the road surface. Each person has a hand, so everything is quite fast" - Mr. Le confided. According to the agreement of the Steering Committee for New Rural Construction of the commune and village and the consensus of the people, the concrete road was built with a road surface width of 2.5 m, 15 cm thick, meeting the set standards. This time, Hong Tien 2 village has deployed the construction of more than 100m of concrete road, expected to be completed in the first half of June. Thus, nearly 100% of the village's roads have been concreted, ending the scene of slippery mud in the rainy season and red dust in the dry season as before.

Chau Tien was chosen by Quy Chau district as a pilot commune for new rural construction. Up to this point, the locality has achieved 15/19 criteria, however, road construction is considered the most difficult criterion because it is directly related to material contributions from the villagers. In fact, Chau Tien commune has nearly 16 km of village roads. After 4 batches of receiving cement with a quantity of 1,824.5 tons, the villagers have organized construction and poured concrete for nearly 14 km of roads. In order to make progress quickly and ensure quality, through many conferences to collect people's opinions, the villages have agreed on a plan to contribute funds. Including buying sand and gravel, contributing working days, the Commune People's Committee supports site clearance, transportation costs, propaganda and stands as a credit guarantee to mobilize raw materials to help the villagers, the rest is contributed by the people. There are villages with large residential areas and many long roads, so the contribution level is up to 5 million VND/household. Although people's lives are still difficult, the poverty rate is still 41.54%, but because of the consensus, the majority of households actively participate and implement. In addition, for households with extremely difficult circumstances, the locality also proposes exemption and reduction policies.

Mr. Sam Van Kinh, Vice Chairman of Chau Tien Commune People's Committee, said that this time, the commune received 298 tons of cement to build 2km of concrete roads for 9 villages. These are the final sections of the traffic infrastructure criteria of the New Rural Program.

Not only building village roads, in recent years, Chau Tien people have also focused on building an internal traffic system. Up to now, the whole commune has dug and filled more than 13 thousand cubic meters of soil, with a length of nearly 6,000 meters. Tong Mong field of Hoa Tien 1 and Hoa Tien 2 villages was chosen by the locality to develop a large-scale model field since the beginning of 2014, so 17 internal roads have been expanded and upgraded by the local government, creating favorable conditions for mechanical vehicles to produce and harvest crops.

On an objective basis, Chau Tien commune set a target: by the end of 2015, it will complete 19/19 criteria of the National Program on New Rural Development. Accordingly, after completing the traffic criteria in June, the locality will continue to mobilize all resources to implement the remaining 4 criteria including: Reducing the rate of poor households; solving the rural environment; building cultural infrastructure for villages and hamlets and increasing income for people. With the great efforts and consensus of the local government and people, we believe that Chau Tien will soon reach the finish line as expected.
