Building regulations for temporary purchase and storage of rice
The establishment of a regulation on temporary purchase and storage of rice will create a necessary legal basis, helping the operation and management process from the central to local levels to be convenient and unified in the field of rice production and trading.
On July 10, Deputy Prime Minister Hoang Trung Hai met with relevant ministries and branches on the development of regulations on temporary purchase and storage of rice to create an effective legal mechanism to support the rice market and ensure benefits for farmers.
In recent times, the temporary purchase and storage of rice has often been a situational directive of the Government to consider applying when the market price of rice is lower than the target price, in order to increase the ability to consume a part of the output of commercial rice at the peak harvest time in the Mekong Delta, contributing to controlling the price of rice in the market from falling too low, helping to ensure profits for rice farmers.
Therefore, the establishment of a set of regulations on temporary rice purchasing and storage will create a necessary legal basis, helping the operation and management process from the central to local levels to be convenient and unified in the field of rice production and trading.
Under the direction of the Government, the draft Regulation on temporary purchase and storage of rice will be widely consulted with relevant agencies and units, especially from localities and enterprises directly purchasing rice.
The regulation will stipulate the time, quantity, conditions, methods and policy mechanisms for temporary storage of rice and commodity rice. It will clearly state the market conditions for relevant agencies to submit to competent authorities for decision on temporary storage, the conditions for traders to participate in temporary storage, financial policies and interest rates for traders buying temporary storage.
The Regulation also stipulates the specific responsibilities and tasks of each ministry and sector in purchasing and temporarily storing rice, the focal role of the Vietnam Food Association, and coordination with ministries, sectors, localities and enterprises to assign and implement targets, organize inspections and handle violations.
Deputy Prime Minister Hoang Trung Hai requested the Ministry of Agriculture and Rural Development to promptly complete the draft Regulation and collect comments for the Government to consider and decide in the coming time.
