Building Quy Hop into the best district in the Northwest of Nghe An

(Baonghean.vn) – This is the goal of building Quy Hop district that was agreed upon by the Provincial Party Committee Standing Committee during the working session to approve the 20th Quy Hop District Party Congress, term 2015-2020 on the afternoon of June 25. Comrade Ho Duc Phoc – Provincial Party Secretary chaired the working session.

Also attending were comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, comrades in the Provincial Party Committee Standing Committee and representatives of a number of provincial departments, branches and sectors.

During the period 2011 - 2015, the growth rate in Quy Hop district reached over 9.8%; average income per capita reached over 26 million VND in 2015. The industrial, handicraft and construction investment sectors had clear changes, with total production value reaching over 3,168 billion VND; the service sector developed strongly, with total value reaching over 1,000 billion VND by 2015.

The agriculture, forestry and fishery sectors have made good progress, forming key products, special plants and animals with high economic value, especially orange trees with an average income of 450 million VND/ha. The movement to build new rural areas has been positively responded by the people, contributing more than 152 billion VND to build new rural areas. It is expected that by the end of 2015, the whole district will have 5 communes reaching the new rural area target.

There have been many advances in culture and society, the poverty rate is estimated to have decreased to 15% by the end of 2015. In particular, the universalization of preschool education for 5-year-old children has met and exceeded the target of the 2-year Resolution. By 2015, the whole district has 48 schools meeting national standards. National defense and security are increasingly strengthened, social order and safety are ensured.

The work of building and consolidating the Party organization has achieved many important results in all three aspects: politics, ideology, organization; the leadership capacity and fighting strength of the grassroots Party organization have been significantly improved. During the 2010-2015 term, the District Party Committee admitted 1,332 new Party members, and every year 75% of the grassroots Party organizations are classified as strong party organizations.

Comrade Tran Cong Duong - Member of the Standing Committee, Chief of the Provincial Party Committee Office commented that Quy Hop district needs to adjust the economic growth target, because according to the draft, it is still low and not worthy of its potential.

Comrade Ha Tan Tien - Member of the Provincial Party Committee, Commander of the Provincial Military Command said that the Political Report of Quy Hop district needs to have a more specific assessment of the field of national defense and security.

However, according to assessment, during the 2010-2015 term, economic growth was below potential, 8 targets were not met, some targets were achieved at low levels, and progress in implementing the National Target Program on New Rural Construction was slow.

In the 2015-2020 term, the Quy Hop District Party Committee aims to reasonably and effectively exploit the potentials and strengths of agricultural, forestry and mining industry development to maintain growth rate. Preserve and promote the cultural identity of ethnic groups, improve the material and spiritual life of the people. Strive to make Quy Hop have a dynamic and effective industrial sector by 2020, becoming the best district in the Northwest of Nghe An.

Comrade Nguyen Xuan Son - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, commented that Quy Hop needs to set a target to increase the productivity of some key crops such as sugarcane, oranges...

After listening to the comments of some comrades in the Provincial Party Committee and representatives of some departments and branches, comrade Ho Duc Phoc - Provincial Party Secretary assessed that the Political Report was carefully and thoroughly prepared, showing many outstanding results of the district in the 2010-2015 term. However, Quy Hop district needs to absorb the comments of the comrades attending the meeting to build and supplement the Political Report more clearly.

Regarding the tasks for the 2015-2020 term, the Provincial Party Secretary requested that the Quy Hop District Party Committee set two goals: to become the best district in the Northwest region and a cultural district of the whole country. At the same time, in the field of economic development, Quy Hop needs to clearly identify the key economic areas and economic pillars. In particular, the economic pillars need to focus on developing industry, especially processing industry associated with raw material areas; developing high-tech agriculture; paying attention to developing services, trade and tourism; focusing on developing urban and rural infrastructure, creating synchronous connections between these two areas.

The Provincial Party Secretary also requested that the Quy Hop District Party Committee develop key programs for the term and include them in the Political Report.
