Building Vinh city smart, civilized and modern

In 2017, despite facing many difficulties and challenges, under the leadership of the Party Committee, Vinh city achieved positive results in all fields, completing and surpassing 22/24 socio-economic targets.

Specifically, the city's economy continued to grow well, estimated at 9.02%; production value was estimated at 37,686 billion VND, reaching 100.1% of the plan; economic structure shifted in the right direction: The proportion of industry - construction was 32.15%; services 66.36%; agriculture - forestry - fishery 1.49%. Average income per capita reached 76.5 million VND/person/year.

Budget collection work is focused on, especially land exploitation, debt collection, and prevention of revenue loss in all fields. The total budget revenue managed by the city is estimated at 2,389 billion VND, equal to 100.7% of the plan and 100.1% of the same period.

The city focuses on leading the management of urban order and environmental sanitation. Implementing the theme of the year of urban civilization, during the year the city has organized a campaign to clear violations of traffic safety corridors, roads, and sidewalks synchronously and systematically, achieving some positive results; and has carried out urban beautification well.

In addition, the city focuses on drastic implementation, mobilizing the entire political system to participate in speeding up the progress of site clearance; strengthening the management of quality and construction progress of works, especially works under the Vinh Urban Sub-project (WB); Nghe An General Hospital; Le Mao Road Phase 2...

The cultural and social fields have many positive changes, security and order are ensured. Party building work continues to be taken care of. During the year, Vinh City Party Committee focused on leading and directing the implementation of the Resolutions of the Central, Provincial and City Party Committees into life. Party member development work was given attention, during the year 451 outstanding people were admitted to the Party.

At the same time, Party committees and inspection committees at all levels from the city to the grassroots have seriously carried out the inspection and supervision tasks in 2017 to ensure the proposed program and plan. Party discipline was seriously implemented. During the year, Party committees at all levels, the Vinh City Party Committee Inspection Committee disciplined 1 party organization with the form of reprimand and 33 party members (17 reprimands, 6 warnings, 2 dismissals, 8 party members expelled).

However, during the year, the city had 2/24 targets that did not meet the plan (the rate of schools meeting national standards and solving collective housing problems); the economic growth rate was quite good but still low; the management of planning, urban order, land, environmental sanitation, and ensuring security and order was still limited...

The conference spent time discussing and evaluating results, analyzing existing limitations; sharing good practices of Party Committees and grassroots Party cells; and discussing solutions to achieve the targets and tasks set by the City Party Committee in 2018.

Concluding the Conference, Secretary of the City Party Committee Vo Viet Thanh acknowledged and highly appreciated the results of the Party Committee and people of Vinh City in 2017.

Comrade Vo Viet Thanh emphasized that Vinh city is identified by the province as the locomotive and growth pole of the province. Resolution 26 of the Politburo clearly defines the construction of Vinh city to become the center of the North Central region in 10 fields.

To achieve that goal, efforts from the entire political system are needed. The City Party Secretary suggested that party committees at all levels need to promote their leadership role, mobilize and promote the internal strength of the people in socio-economic development and infrastructure investment.

An important task that the entire Party needs to focus on is to do a good job of administrative reform associated with building a smart city. In particular, state agencies need to review and reduce administrative procedures, build a style of officials close to the people, for the people; and increase dialogue with the people.

In addition, it is necessary to focus on innovating the Party's leadership methods, creating solidarity and unity among Party committees, authorities, the Vietnam Fatherland Front and political organizations in performing political tasks.

The City Party Secretary also said that the most necessary task of the entire Party Committee in the coming time is to pay attention to building a cultural urban lifestyle, in which the core is exemplary cadres and Party members in implementation and mobilizing the people.

On this occasion, Vinh City Party Committee awarded Certificates of Merit to 13 exemplary strong and clean grassroots Party organizations; 8 Party cells that have achieved strong and clean standards for 5 consecutive years and 42 Party members who have excellently completed their tasks for 5 consecutive years.
