Overview of the Conference.

In 2012, due to the impact of the world and regional situation, the sabotage activities of hostile and reactionary forces and all kinds of crimes became increasingly brazen and fierce; border security, mountainous areas, rural - urban areas, security in special areas and border areas remained complicated. However, the police, military and border forces in the province proactively followed the locality, grasped the internal and external security situation to promptly fight and handle situations to avoid being passive and unexpected. The forces thoroughly grasped and performed well the tasks of propaganda and education on national defense and security; built and consolidated the national defense associated with building the people's security and border defense posture, maintained political stability, improved the combat readiness of the armed forces in all situations; promoted measures to protect national security and maintain social order and safety. At the same time, well implement the State management of national defense and security associated with economic, cultural, social development and military rear policy in the area.

Over the past year, 631 self-management committees and 36,000 self-management teams, 277 models and advanced examples in the movement to protect national security have been consolidated; 843 cases of violations of social order have been investigated and clarified; 1,875 related subjects have been arrested, money and assets worth about 9.5 billion VND have been seized. 906 cases, over 2,500 drug criminals have been discovered and arrested, 11 complex drug hotspots have been eliminated; 9 cases, 19 corrupt subjects have been investigated and clarified, and 3.65 billion VND have been recovered.

Major General Nguyen Van Hoc - Deputy Commander of Military Region 4, on behalf of the Minister of National Defense, presented the flag of the leading unit in the 2012 emulation movement to the Vinh City Military Command.



Major General Nguyen The Cong, Director of Department A63 (General Department of People's Public Security I), awarded the emulation flag of the Ministry of Public Security to three leading units in the movement of all people protecting national security in 2012.



Major General Le Dinh Luyen, Director of Department A88 (General Department of People's Public Security II), awarded certificates of merit from the Ministry of Public Security to individuals and groups with outstanding achievements in the 2012 movement to protect national security.



Comrade Ho Duc Phoc awarded certificates of merit to collectives with achievements in the movement of the whole people to protect national security in 2012.

Speaking at the conference, after acknowledging and praising the achievements of the provincial defense and security forces during the year, comrade Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee suggested that in the coming time, the forces: Public Security, Military, Border Guard continue to thoroughly direct the viewpoints, guidelines and policies of the Party and State on defense and security tasks in the new situation, especially the goals and viewpoints on building a national defense associated with building a people's security posture; continue to direct the good implementation of Resolution 08-NQ/TW (VIII term) of the Politburo on the national security strategy; Resolution 8 of the Central Committee (IX term) on the strategy to protect the Fatherland in the new situation; Resolution 28-NQ/TW of the Central Executive Committee on continuing to build provinces and centrally-run cities into solid defense zones in the new situation; Decree 77/2010/ND-CP of the Government on coordination between the Ministry of Public Security and the Ministry of National Defense in performing the tasks of protecting national security, maintaining social order and safety and national defense tasks.

On this occasion, the Provincial Military Command was honored to receive the Third Class Fatherland Protection Medal, the Martyr Gathering Team received the Third Class Feat of Arms Medal from the President; the Minister of Public Security presented emulation flags to 3 groups, 20 certificates of merit to groups and individuals; the Provincial People's Committee awarded certificates of merit to 47 groups and 48 individuals with outstanding achievements in the "Movement to protect national security; carry out local military and defense work and the movement of the entire people to protect sovereignty and national border security in Nghe An in 2012".
