After being informed about the situation of land encroachment and illegal construction of houses occurring in the area adjacent to Tecco apartment building, on September 6, 2011, the inspection team of Quang Trung Ward People's Committee led by Mr. Le Duc Tho - Vice Chairman conducted an inspection and made a record of administrative violations of construction order against Ms. Tran Thi Bach Linh - owner of apartment number 02-03, adjacent row 1 (code LK1-2&3) because of construction that was not in accordance with the general planning of the Tecco apartment building project approved by the superior. Ms. Linh was required to dismantle the construction that was not in accordance with the planning within 4 days. Before that, although she knew that the land behind the apartment was only used for a garage or garden, Ms. Linh still deliberately built a solid house and poured it flat. Not only that, a few days later, despite a written request to stop, Ms. Linh's family still deliberately accelerated the progress, urged workers to work at night, built higher, added a second floor and built up to the third floor with the reason that they had permission from the Board of Directors of Tecco New Technology Investment and Construction Joint Stock Company, Nghe An branch.

It is known that, to create an "excuse" to build the project, on August 2, 2011, Ms. Linh submitted a request to the leaders of Tecco Construction Joint Stock Company, Nghe An branch, to repair the garden area behind house number 02-03, including items: water tank, septic tank, fence, roof, and auxiliary works, with the reason that the apartment had been put into use since 2006, so "after a long time, the garden roof and the auxiliary works behind had been seriously degraded and damaged". In accordance with the wishes, the representative of Tecco's Board of Directors signed the application to accept the homeowner to repair the above degraded and damaged items, along with the request to "ensure compliance with planning, ensure environmental hygiene and not affect the architecture and general aesthetics". Regarding Ms. Linh's family's violation of the company's request, Mr. Bui Van Quyen - Director affirmed: This is a wrongdoing, not only going against the company's instructions but also against the province's planning. However, with the authority of an investor, we only give a reminder but do not have the right to dismantle. The unit has also reported to the authorities to request measures to enforce and clear the house and twice sent notices to the owners of houses 02 & 03 about the above violation.

In fact, in the adjacent area of ​​the Tecco building, the violation of Ms. Tran Thi Bach Linh's family is not the first case. Previously, Ms. Le Thi Ngoc Khanh's family also arbitrarily renovated the garage area into a solid house but no authorities discovered and handled it. The fact that houses arbitrarily renovated and built on land that was planned as a garden or garage not only distorts the overall planning of a new urban area but also shows the lack of awareness of people in complying with the law. Realizing that if the above problem is not resolved completely, it will easily create a bad premise for many other households, so recently on September 20, Vinh Urban Inspectorate continued to make a record and proceed to dismantle part of the unfinished house: "We had no choice but to proceed with the demolition, and we have only dismantled the 3rd floor, the rest must wait for the city's decision to suspend and enforce" - Mr. Nguyen Van Nam - Chief Urban Inspector said. According to Mr. Nam, the fault is also partly due to Tecco Company not being decisive and decisive from the beginning, because this is not the first case. It is worth mentioning that at the time the authorities worked, both apartment owners either abstained or were present but did not cooperate, did not sign the record. Vinh City People's Committee needs to quickly intervene to quickly and decisively resolve the violation to ensure the fairness and strictness of the law.
