However, in the two provinces of Nghe An and Ha Tinh, "players" can easily buy a car with a shiny Lao license plate, both beautiful and good, but the price is only half compared to cars with license plates and bought in Vietnam.

The reason why Nghe An people are so fond of Lao license plate cars is that, in addition to the cheap price, the registration procedure is simple. All you need is a Lao citizen, no matter what job you do, to be able to buy it on your behalf. Then go through the border gate to do the "temporary import" procedure to Vietnam, then go to the border gate every month to do the renewal procedure once with a fee of only 200,000 VND/1 car and you can drive freely.
"Gaps" are hard to prevent?
It is known that most of the Lao license plate cars currently circulating in Nghe An and Ha Tinh are "temporarily imported - re-exported". According to the Transport Protocol between Vietnam and Laos, cars from the two countries are allowed to stay in the territory of the other country (meaning Vietnamese cars are allowed to circulate in Laos and vice versa). Such cases are called "temporary import", the maximum circulation period is only 30 days. When the period expires, these cars must leave the territory, which is called "re-export". That is why some individuals have legalized cars with Lao license plates to circulate in Vietnam. The circulation of these "illegal" cars has caused burdens and troubles for some authorities. Because when the authorities get involved, they "temporarily take refuge" in their home country or go to the border gate to renew their visa. At most, when they are discovered to have expired, they only need to pay a fine of 400,000 VND according to regulations, then continue the "temporary import - re-export" refrain and continue to circulate in the country.
According to incomplete statistics of the Traffic Police Department of Nghe An Province; in October 2006, Nghe An had about 80 cars with Lao license plates operating, but now (2008) there are about 200 cars in circulation in the form of "temporary import". Previously, cars with Lao license plates circulating in Nghe An and Ha Tinh were mainly official vehicles or vehicles of projects related to the two countries.
It is known that the majority of Lao license plate cars currently stored in Nghe An are mainly "temporarily imported" cars and most of them are brought in through the Cau Treo International Border Gate (Ha Tinh), Lao Bao (Quang Tri), Nam Can (Nghe An). Only counting Cau Treo Border Gate (Huong Son, Ha Tinh), in 2007, there were over 7,000 cars with Lao license plates completing import procedures to Vietnam, while Nam Can Border Gate had less than 50 cars.
Lieutenant Colonel Nguyen Duy Dong, Deputy Head of the Traffic Police Department of Nghe An Province Police, said: The most difficult thing for traffic police when performing their duties with cars bearing Lao license plates is that they do not know Lao. Moreover, traffic police are reluctant to check cars with this type of license plate because they are foreign cars.
