Vehicles with diplomatic and foreign license plates pay 15% registration fee
New regulations of the Ministry of Finance on calculating registration fees are applied from December 1, 2013.

The Ministry of Finance has just issued a Circular stipulating new registration fees applicable to cars with diplomatic, foreign and international license plates of foreign organizations and individuals. This new registration fee calculation will be applied from December 1, 2013.
According to the Circular, cars with diplomatic, foreign and international license plates of foreign organizations and individuals as prescribed in Clause 2, Article 4 of Decree No. 45/2011/ND-CP of individuals and organizations when receiving the transfer must complete the procedures for declaration, payment of import tax, special consumption tax, value added tax according to regulations and pay the registration fee at the first collection rate (from 10% -15%).

For cars with foreign license plates whose owners are foreigners and want to transfer the property to other organizations or individuals in Vietnam, the organization or individual receiving the transfer must declare and pay the registration fee when registering ownership and usage rights at a rate of 2%./.
