(Baonghean.vn) - Although agricultural vehicles and homemade 3- and 4-wheeled motorized vehicles were banned from circulation in January 2008, they are still operating brazenly on traffic routes, even on national highways.
According to Government Resolution 32/2007/ND-CP, the suspension of circulation of automobiles that have exceeded their service life, agricultural vehicles, and self-made 3- and 4-wheeled vehicles nationwide has been in effect since January 1, 2008. Those who intentionally violate this regulation will have their vehicles confiscated, sold as scrap metal, and the proceeds deposited into the state treasury.
Even after more than 7 years, traveling along the roads in Vinh City, along National Highway 46, or simply turning onto any rural road, it's not difficult to spot agricultural vehicles freely speeding along the road.
Authorities claim it's difficult to detect and prosecute these vehicles because they often operate in remote areas and during off-peak hours. However, this isn't entirely true.
