(Baonghean.vn) - Farm vehicles and homemade 3- and 4-wheeled vehicles have been banned from circulation since January 2008, but up to now they are still openly operating on traffic routes, even on national highways.
According to Resolution 32/2007/ND-CP of the Government, the suspension of circulation of expired cars, farm vehicles, and homemade 3- and 4-wheel vehicles nationwide will be implemented from January 1, 2008. Intentional violators will be confiscated, sold as scrap, and added to the state budget.
It has been more than 7 years now, but when traveling along the roads in Vinh city, along Highway 46 or just turning onto any rural traffic route, it is not difficult to see the image of a farm vehicle carefreely speeding on the road.
Authorities say it is difficult to detect and handle because the vehicles often travel in remote areas and during off-hours. However, in reality, this is not necessarily the case.
