The head of Russia's southern customs service Rayan Faruksin also said that the first four vehicles from the humanitarian aid convoy are going through Ukrainian customs procedures.

Meanwhile, the head of the International Committee of the Red Cross in Europe and Central Asia, Loran Korba, called on all parties to speed up procedures so that aid can soon reach the people in eastern Ukraine in need of help.

He expressed regret that the customs checks under the agreement between Russia and Ukraine were delayed by Kiev. However, the procedures have begun and it is hoped that the convoy will be able to depart on August 22.

The official also stressed that under international humanitarian law, parties to the conflict need to respect and protect aid workers.

The International Committee of the Red Cross also called on the parties to the conflict in Ukraine not to attack civilians and civilian structures. Mr. Korba said that on August 20, representatives of this agency inspected the situation in Lugansk to assess the humanitarian situation and prepare to receive the aid convoy.

The humanitarian situation here is very serious as the city has no water, electricity, or food reserves, and people do not dare to leave their homes for fear of being shot... Hundreds of thousands of people have left their homes, and many have lost contact with their loved ones.

Regarding the situation in Ukraine, on August 21, Ukrainian President Petr Poroshenko signed a law allowing the military to carry out "preventive arrests" in areas where military operations are conducted for a minimum of 3 days and a maximum of 30 days to increase the effectiveness of military campaigns./.
