In order to limit the operating area of electric vehicles, the Ministry of Transport has just proposed to the Government to allow 4-wheeled vehicles with engines (running on electric energy) to officially operate in restricted areas in provinces and cities.

According to the Ministry of Transport, after a period of implementation, projects using this means of transport to serve people and tourists have achieved good results such as ensuring absolute safety, creating civilization and convenience in tourism services, being environmentally friendly, causing little pollution, the vehicle's low speed ensures safety when traveling, and there have been no accidents involving this type of vehicle causing injuries to people and other vehicles while traveling.
In addition to the four localities of Hanoi, Nghe An, Thanh Hoa and Quang Binh, which have been approved by the Prime Minister for piloting, there are also a number of other provinces and cities such as Khanh Hoa, Hai Phong, Lao Cai, Da Nang, Thua Thien Hue, Ba Ria-Vung Tau that have put this type of electric 4-wheel vehicle into operation to transport tourists. Currently, the whole country has 1,086 electric vehicles operating at 30 enterprises and a number of individual business households.
However, this type of vehicle is not yet regulated in the Road Traffic Law, so the procedures for registration, license plate issuance, technical safety inspection, road tolls, road maintenance funds, etc. are difficult. In addition, the regulations on passenger vehicles that collect money do not have specific regulations on business conditions and fares.
Therefore, the Ministry of Transport proposes to allow four-wheeled motor vehicles to officially operate in restricted areas in provinces and cities (operating in old quarters, tourist areas, historical sites on fixed routes and ranges, meeting the purpose of mainly serving tourists). The scope of restricted areas, routes and the number of vehicles allowed to invest in and operate are under the authority of local authorities.
