According to Dinh's statement, around March 2018, Dinh was suggested by a man named Hung (unknown background) to cooperate in making fake documents. Dinh agreed, Hung immediately hired a truck to transport a set of tools used to make fake documents (worth 150 million VND) to Dinh's rented house. After that, every day, Hung and Nam (unknown background) sent samples of documents that needed to be faked such as university and college degrees, foreign language certificates, IT certificates, etc. to Dinh's email address to make.

After that, at the request of Hung and Nam, Dinh personally or occasionally asked Nguyen Van Thang to help him deliver fake documents. Because of their family relationship, Dinh did not pay Thang but only gave him money to spend when needed.

On May 10, 2018, Le Ngoc Manh, a fellow countryman of Dinh, came to stay in the same room with Dinh. During this time, Manh helped Dinh with some steps of making fake documents such as: preparing stamps to be used on fake documents and occasionally helping Dinh deliver fake documents. Dinh paid Manh 3 million/week.

According to the statements of those who bought fake degrees and papers, they ordered through social networks such as Zalo, Facebook with many different subjects. The purchase price ranges from 1.5 to 5 million VND depending on the degree.

According to Dinh, he sold the finished products to Hung and Nam for only 300,000-500,000 VND/certificate. Every day, Dinh produced about 10-20 certificates of all kinds, illegally earning millions of VND, but he also used all of it to party and buy drugs. Dinh had two previous convictions for theft and was taught the "profession" of producing fake documents by a fellow inmate while in prison.
