Kon Tum Health Department Chief Inspector disciplined on "ethical" grounds

Speaking to Tuoi Tre, Ms. Ven said that Mr. Hoang’s actions may not have been intentional. “That’s how he explained it, but to be honest, I don’t think he could have done that. He’s not the type of person who… likes to fight.”
Ms. Ven also said that she had watched the clip many times and asked others to analyze the content of the clip that people recorded of Mr. Nguyen Duc Hoang fighting with Ms. Tram. “I think that no matter who it is, whether it is a citizen or a civil servant, fighting is not allowed. If Mr. Hoang intentionally took a hoe and actively hit a woman, it is unacceptable. He is a party member and a civil servant, so he should behave differently and should not do that,” Ms. Ven said.
Ms. Ven added: “While the medical industry is "boiling" like that, I also have a headache with Mr. Hoang's story. His fight is a personal matter, a family matter, but I myself am also very tired because he is a cadre, a party member of the unit. We have to deal with the ethical behavior of civil servants and party members, and the level of the violation will be handled by other agencies."
