Completely handle illegal construction works in Hung Tan commune (Hung Nguyen)
(Baonghean) -In a petition sent to Nghe An Newspaper, households residing in Group 2, Hamlet 7, Hung Tan Commune (Hung Nguyen) stated that the People's Committee of Hung Tan Commune covered up for Ms. Vo Thi Van's family to build a kiosk next to the slope at the beginning of the residential road from Hamlet 7 to Road 558, obstructing the view of traffic participants... To clarify the issue that people reported, we went to investigate the situation.
Regarding Hamlet 7, Hung Tan Commune, we saw that the total area of the kiosk that Ms. Van's family had previously used and the area currently being expanded and built was 5.5m wide and over 20m long, located right at the beginning of the turn from Road 558 to the entrance to Hamlet 7. Therefore, the road to Hamlet 7, which is about 80m long and over 4m wide, has become narrower because the kiosk has been built to block the entire path, obstructing the view.
Angry at this reality, Mr. Hoang Van Tu, a resident of Hamlet 7, said: Implementing the new rural construction program, everywhere people are competing to donate land to build roads with the goal of clear roads and airy sidewalks, but Ms. Van's family built a kiosk right on the road. This not only spoils the beauty but also obstructs the view of traffic participants when going from the hamlet road to Highway 558. That is why many accidents have occurred.
Sharing the same frustration, Mr. Nguyen Huy Nghia - a citizen of the hamlet added: This road has been around since 1999, my family used to plant some shade trees along the road, which did not affect anyone, but the Commune People's Committee asked us to cut down the trees so that Ms. Van's family could build a kiosk, which is unreasonable. Because in reality, the construction of Ms. Van's family's kiosk directly affects the travel of the people here.

Talking to us, Mr. Pham Van Tam, Head of Hamlet 7, affirmed: The issue of Ms. Van's house continuing to expand the kiosk right at the top of the slope, limiting the visibility of people when participating in traffic, has made many people upset. This is also a road with a large number of people passing by, because in addition to the households living in this area, there are also students and teachers of Dinh Bat Tuy High School who travel every day on this road. Therefore, we really hope that the commune will soon have a solution to avoid any unfortunate consequences that may occur.
Through investigation, it is known that the construction of the kiosk of Ms. Van's family currently has no contract with the commune. That means the construction is completely illegal. In the document responding to the citizen's petition No. 73/PTD-UBND dated December 7, 2012, the People's Committee of Hung Tan commune affirmed: "Since 2005, the People's Committee of Hung Tan commune has contracted with the family of Ms. Vo Thi Van, citizen of Hamlet 7, Hung Tan commune to build a temporary kiosk to sell some goods on public land managed by the People's Committee of the commune... It does not affect the ventilation of the road here and ensures the curve, slope, and does not limit the visibility of traffic participants".
Regarding this, talking to us, Mr. Nguyen Huu Thong, Vice Chairman of Hung Tan Commune People's Committee admitted: "Previously, Ms. Van's family had a contract with the commune, but now they don't. Regarding the issue that people have reported, we will consider and have measures to resolve it promptly and thoroughly."
So it is clear that the construction of the kiosk by Mrs. Van's family has affected the movement of people, so the petition of the people of Hamlet 7 is completely reasonable. Therefore, the People's Committee of Hung Tan Commune needs to promptly take measures to resolve the issue. If the kiosk is built illegally or the contract has expired, it must be promptly enforced, not allowed to drag on, in order to ensure the strictness of the law, as well as to ensure the rights of all people, and to avoid long-term complaints.
